RESOLUTION NO. 2024-25 <br />INTRODUCED BY: Mayor Bodnar <br />AN EMERGENCY RESOLUTION <br />AUTHORIZING MAYFIELD VILLAGE TO ACCEPT THE BID OF <br />AND ENTER INTO AN AGREEMENT WITH <br />MILLSTONE MANAGEMENT GROUP FOR THE CIVIC CENTER WINDOWS, DOORS, <br />HVAC AND ADA RAMP PROJECT IN THE AMOUNT OF $413,532.00 PLUS A TEN PERCENT <br />(10%) CONTINGENCY FOR A TOTAL AMOUNT <br />NOT TO EXCEED $454,885.00 <br />WHEREAS, it has been deemed in the best interest of the health, safety and welfare of all Village <br />residents and inhabitants to replace exterior and select interior doors, replace windows, replace an HVAC <br />unit, and install a ramp to serve Reserve Hall in the Mayfield Village Civic Center to make the Civic Center <br />more energy efficient and ADA compliant (hereinafter the "Project"); and <br />WHEREAS, Mayfield Village received a $250,000.00 grant from Cuyahoga County ARPA funds <br />to assist with the completion of the Project; and <br />WHEREAS, the Project as advertised included six base bid items, was estimated at $424,708.00, <br />and was advertised for three consecutive weeks; and <br />WHEREAS, Bid Alternate #1 was included in the advertisement to replace a chiller unit located in <br />the basement of the Civic Center at an estimated cost of $157,3000.00; and <br />WHEREAS, five bids were received, opened and tabulated as per published notice on April 12, <br />2024. A copy of the bid tabulation is attached hereto as Exhibit "A"; and <br />WHEREAS, the base bid of Millstone Management Group in the amount of Four Hundred Thirteen <br />Thousand Five Hundred Thirty -Two Dollars ($413,532.00) was the lowest and best bid received; and <br />WHEREAS, Brandstetter Carroll Inc., the architectural firm retained to design and oversee the <br />Project, has reviewed all bids received and recommends that Council approve and accept the base bid of <br />Millstone Management Group for all six vase bid items in the amount of $413,532.00 and enter into an <br />agreement with Millstone Management Group to complete the Project; and <br />WHEREAS, only three of the bidders bid on Bid Alternate # 1 and all bids were more than 20% over <br />the architect's estimate, requiring that Bid Alternate #1 be rejected by the Village; and <br />WHEREAS, Brandstetter Carroll Inc. also recommends that a ten percent (10%) contingency be <br />added to the contract to cover any unforeseen conditions or changes requested by Mayfield Village in an <br />amount not to exceed $41,353.00. <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: <br />
