Minutes of the Regular Meeting of Council
Monday, October 21, 2024
Page 4
Jeremy came in from the outside. We didn't know him. He was Honorably Discharged from the
Marine Corps. He has a lot of experience working in the hospital setting as a paramedic. He's fit
in very nicely as well. We are happy to have both of them. Thank you for participating and coming
to work with us.
Council President Schutt stated, thank you Chief.
Council President Schutt administered the oath of office to Part -Time Firefighter Brad Richmond
and Part -Time Firefighter Jeremy Chepes.
• First Reading of Resolution 2024-64, entitled, "A resolution of appreciation to retired
Assistant Fire Chief/Fire Marshal Michael Libens."
Council President Schutt asked Mr. Libens to come up to the podium. I will turn it over to the
Chief again.
Chief Carcioppolo stated, it wouldn't be appropriate not to say anything about Mike. I met Mike
in 2002 when I joined the Regional Technical Rescue Team which he was one of the founding
members of. He worked at Richmond Heights up until he came here. On periodic calls we would
see each other. He filled in Assistant Chief Girbino's spot when he left and carried on the Fire
Prevention Bureau which he left. Our Department misses him. We are picking up a lot of the
work. Jeff has been doing a good job but Jeff will attest to the fact that it's a lot. In time, he will
be at the same place as Mike was. When you are used to doing it, you can accomplish a lot more
a lot quicker. We all miss him. We miss his knowledge, experience and skills and abilities, but
we are happy to see him when we can. We are grateful for his proclamation and years of service.
Council President Schutt stated, thank you Chief. Council President read the Resolution into the
record.
WHEREAS, in April of 2019, Michael Libens was hired as the Mayfield Village Assistant Fire
Chief/Fire Marshal with the added objective of continuing the mission of the Fire Prevention
Bureau; and
WHEREAS, for 28 years, before coming to the Village, Assistant Chief Libens previously served
as a Lieutenant in the Richmond Heights Fire Department; and
WHEREAS, during his years at the Richmond Heights Fire Department, Assistant Chief Libens
earned his Master's Degree in Public Administration from Kent State University; and
WHEREAS, Assistant Chief Libens was a founding member of the Hillcrest Technical Rescue
Team, from its inception in 1994, and he continued to serve on the Hillcrest Technical Rescue
Team until 2013; and
