ORDINANCE No. 2025-07 <br />Page 3 <br />EXHIBIT A <br />(Virtual Meetings) <br />Article III- The Council <br />Section 7. Council Meetings. <br />(a) The Council shall hold at least one regular meeting in each calendar month. A majority of the <br />members of the Council shall constitute a quorum for the transaction of business at any meeting of <br />the Council, but a lesser number may adjourn the meeting from time to time. At any meeting at which <br />a quorum is present, any ordinance or resolution may be passed or adopted, or any other action may <br />be taken, by the affirmative vote of a majority of members of the Council unless a larger number be <br />required by the provisions of this Charter. The Clerk of Council shall keep a record of its proceedings <br />in a journal in which the yea or nay vote of each Council member voting on every ordinance or <br />resolution, and the action of Council on the other measures shall be recorded. The Council's journal <br />shall be available for public inspection at all reasonable times. <br />(b) The Mayor, the President of Council, or any three members of Council may call special meetings of <br />the Council upon at least twelve hours' notice of each member, served personally or left at the <br />member's usual place of residence. <br />(c) The Mayor, the President of Council, or any three members of Council may call regular or special <br />meetings to be held virtually or partly in person and partly virtually in compliance with all legal <br />requirements subject to rules implemented by legislative action of Council, but only under at least <br />one of the following circumstances and provided public access and participation are preserved: 1) <br />During a declared local, state, or federal emergency; 2) When physical gathering is impractical or <br />unsafe due to public health, weather, or safety concerns; 3) When necessary to accommodate public <br />participation or Council member availability; or 4) As a part of a regularly scheduled practice. <br />4915-9840-2381, v. 1 <br />
