ORDINANCE NG . g 1-31 INTRODUCED BY : Council as a Whole AN EMERGENCY ORDINANCE AUTHORIZING A CONTRACT FOR THE ADMINISTRATION OF VILLAGE FINANCES BY ARMSTRONG FINANCIAL CONSULTANTS, INC. WHEREAS, the administration of the Department of Finance of Mayfield Village has become increasingly complex; and WHEREAS, the Director of Finance has requested the employment of a financial consultant to oversee the day-to-day administration of the Department pending action by the electorate on a proposed Charter change involving the Finance Director; and WHEREAS, due to the fact that the Finance Director is compensated on an hourly basis, Council finds that the hiring of a professional administrator will pose no more a financial burden to the municipality then would be imposed if the, Finance Director handled the matters personally; now, therefore BE IT ORDAINED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: Section 1. The Mayor is authorized, empowered and directed to enter into a contract with Armstrong Financial Consultants, Inc. an Ohio Corporation, for the administration of the Department of Finance of Mayfield Village for the period July 1,1981 through December 31, 1981, on the terms and conditions set forth in Section 2 hereof . Section 2. The contract between the Village and Armstrong Financial Consultants,-Inc., shall be on such terms and conditions and in a form as the Law Director may deem necessary but shall, in any event, provide for the following: (a) For all services performed pursuant to the contract, the Village shall pay the sum of One Thousand Dollars ($1,000.00) per month to the contractor; (b) Contractor shall assume responsibility for all matters of administration of the Finance Department of the Village and shall further assist the Director of Finance as to all matters now specified in Section 5(E) of the Charter of Mayfield Village; (c) To the greatest degree possible, the contractor will provide the services of its employee, Ruth Ruggles, in the performance of the contract;
