That tyle Council of this municipaiity approves and hereby <br />enters into an agreement ttsith ea.ch other municipality being or becoming a party <br />to said a.greement by similar action on the part of its Council, which agreement <br />sha11 be as iollows: ' <br />A GREEMENT <br />MiEREA5, the City of Soutn• Euclid and the Vi].la?es of Lynahurst, 11Iayfield <br />Heights, Gates Mills, iL71a,yfield' HighlG.nd Heignts an.d Richmond Heights' comprise <br />Civilian Defense Report Area 1?0. 179 tnrith the City of South Evclid as headquasters <br />for said report aY'8a,y and <br />YHLREAS' the CitJ of Soutn Euclid has no satisiactory syoace vd1'ti1122 its <br />City Hall for the headquarters ior saicl Reoort Area District Noe 17 a.n.d such <br />ciuarters will have to be leased for said R.eport Area No. 17, and <br />WHEREAS, Section 3615-I; G.Co, authorizes municipalities to jointly <br />exercise any power conferred upon mwlicipalities by the Constitu?-tion and the <br />LaTrvs of Qhio ana there is great need for co-operation at this ti,ne on the part <br />of the municipalities comprising Report.Area No. 17 in protectzng the proverty <br />azad lives of the citizens of said district during 'uhe war emergency; <br />TdOUV, TcIEi?EFORE, in consideration of the inutual advantages and the <br />asswnptio2 of obliga-tions one to another, each of the municipalities -oarties hereto <br />agrees as follovJSa <br />(1) That the City of South Euclid' under the conditions }ierein set forth' <br />shall lease iro;n month to montll, but in?event fox• a longer period than-three yearsp <br />quarters at 4477 Rushton Roa.o, knovin as the former Post Office Building, or other <br />suitable place in the City of South Euclid, for the pucpose of providing head- <br />quart2rs for Civilia.n Defense Report Area No. 17' at a rental of 4?85 per r,.onth. <br />(2) Tha-L the G;-L-Y of South Euclicl shall proviiie ior said headqua.rters <br />necessai-j telephone and cable service and suclz other eauipment as may be required <br />to carry on the civilian defense act;vities for said Report jrirea No. 17 and which <br />shall be approved by the main headquarters for civilia.ii defense of the metropolitan <br />area of Clevelancl, <br />(3) That the rental a.n.d cost of maintainiiig said headrua.rters shall be <br />divi_cled among the municipalities parties hereto zn prooortion to their -respective <br />poDulations as cletermined by the last I'ederal census, provided, holrreve?°, tnat, any <br />mvnicipality party hereto upon fixiding that it is unable to further finance its <br />proportion of the cost of said headcuarters may withdrawirom contributing thereto, <br />ana this agreenient vdith reference to leasing and eUUipping saia headcaua.rters shall <br />terminate unless the otiier municipalitie5 parties hereto r?iake new arrange:ments for <br />continuing said hea.aquarterse
