Upon the establisiiment of a Civilian Defense harniizg Center in Cuyanoga <br />Ccunt;;r, the Controller and the Assista.iZt Controllers shall Y?ave authority and <br />responsibility for the ope-ration of the Civilian Defense Warning Center in a.ccorcance <br />??rith the above design•a.ted ra2liing ancl unon the condi-tions hel einafter set forth. <br />? (b) Civilian Defense Report Cen-ce-rs shall be established and maintained in <br />such mt?nicipalities ti:.nd to serzre such areas, ,as the Control? er shaZl from ti?ne to time <br />designate.
