Whoever being the orJner or harborer of a dog9 causes, <br />a11acJS ar permits sucli dog to r«n at la.rge off the premi.ses of such oymer <br />- or hu.rborer -sha71 be guilt,y of a misdemeanor, and upon conviction tllereof <br />t. sha11 be fined not 7.ess than $5.00 nor more than $IC)O.OQ and costs of <br />- prosecution. <br />Sect,ion 2> This Ordixiance is hereby deelared to be an Emergency <br />Ordinance necessary far the immediate preservction of tY!e publie health9 <br />safety, we].f'axe and canvenience, for reasans appa.reiit from the coaitents of <br />said.
