Seco lo Ordinance No. 309, entitled; °tAn Ordinance to Regulate Traffic on the Streets and Public Highways of the Village of Niayfield, and Repealing Ordinances Nos. 5, 55, 90 and 307;1 as amended, is Hereby Amended ! by Adding Seetion 18.1, reading as folloxas: Sec. 18.1. Drag Racing. (a) Drag Racing is defined as the operation of two or ; more vehicles from a_point side by side at accelerating speeds in a competitive attempt to out-distance each other or the operation of one or more vehicles over a common se7.ected course, from tne same point to the same point, wherein timing is made of the participating vehicles ? involving conpetetive accelerat3.ons or speeds. Persons rendesing •assistance in any manner to such competetiee use of vehicles shall be equally charged as the parti.cipants. The operation of two or more vehicles side by side, eitiier at speeds in excess of prima ; f acie.? lawful speeds established by Section 19 of said ordinance No. 309 os as established by divisions (A) to (G), inclusive, of 8ection 4511,21 of the Dhio Revised Code,,or rapidly accelerating iErom a common starting point to a speed in excess of such prima f acie.. lawf ul .speeds ,.,shal l be, .prima f acie evidence of drag racinb. (b) No person shall participate in a drag'race as defined in paragraph (a) of this section upon any public road, street or highcaay in the,: Village of Maaf ield e (c) Every person who is convicted of a violation ' oE this Section.18.1; shall be punished by a fine of not more than $500.00 or imprisonment in the county or municipal jail f or not less than six months, or both." , Seca 2, This ordinance is hereby declared to be an emergency measure, neaessary for the imrnediate preservation of the public health, peace, saf ety and taelfare of the Village of Mayfield and its inhabitants, in order to protect the life, limb and property aE persons using the highways and in order to protect the condition of said highways, and fihis ordinance shall be in f orce and effect immediately upon its passage.
