RESOLUTION N0. 85- 44 INTRODUCED BY: Mayor Carmen and Council ~, A RESOLUTION OPPOSING THE PROPOSED CHANGES BY THE OHIO ENVIRONMENTAL PROTECTION AGENCY IN THE PRIORITY RANRING OF STATE PROJ ECTS AND IN REDUCING THE ANNUAL CEILING ON AVAILABLE FUNDS. WHEREAS, the Ohio Environmental Protection Agency has proposed changes in the state system of priority ranking of projects which would alter the awarding of grants; and WHEREAS, the Ohio Environmental Protection Agency has also proposed reducing the percentage of the state's construction grant funds available to a single grantee during one year from twenty five percent (25~) to twenty percent (20~); and WHEREAS, the aforesaid changes proposed by the Ohio Environmental Protection Agency would disrupt the orderly concurrent construction of the Heights/Hilltop and Southwest Interceptors by changing the priority ranking of the said construction projects and by reducing the funds available to the Northeast Ohio Regional Sewer District to complete the projects; and WHEREAS, the Heights/Hilltop and Southwest Interceptors are long overdue and necessary improvements that will beneficially affect a large portion of the Cuyahoga County population; now, therefore, BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: Section 1. The Mayor and Council of Mayfield Village, Ohio are strongly opposed to the changes proposed by the Ohio Environmental Protection Agency and the method of prioritizing the ranking of projects controlling grant awards and in reducing the percentage of funds available annually to a single grantee for the reason that the proposed changes, if implemented, will delay the construction of the Heights/Hilltop and Southwest Interceptors. Section 2. The Clerk of Council is hereby authorized and directed to forward a duplicate copy of this Resolution to Governor Richard F. Celeste, and to all members of the Cuyahoga County delegation to the Ohio General Assembly and in so doing to request from each such a written response to the position stated herein. Section 3. That the Council finds and determines that all formal actions of this Council relating to the adoption of this Resolution have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public, in compli- ance with all statutory requirements including the requirements of Section 121.22 of the Ohio Revised Code.
