~i. <br />RESOLUTION N0. 85- 44 <br />INTRODUCED BY: Mayor Carmen and Council <br />~, <br />A RESOLUTION OPPOSING THE PROPOSED <br />CHANGES BY THE OHIO ENVIRONMENTAL <br />PROTECTION AGENCY IN THE PRIORITY <br />RANRING OF STATE PROJ ECTS AND IN <br />REDUCING THE ANNUAL CEILING ON <br />AVAILABLE FUNDS. <br />WHEREAS, the Ohio Environmental Protection Agency has <br />proposed changes in the state system of priority ranking of projects <br />which would alter the awarding of grants; and <br />WHEREAS, the Ohio Environmental Protection Agency has also <br />proposed reducing the percentage of the state's construction grant <br />funds available to a single grantee during one year from twenty five <br />percent (25~) to twenty percent (20~); and <br />WHEREAS, the aforesaid changes proposed by the Ohio <br />Environmental Protection Agency would disrupt the orderly concurrent <br />construction of the Heights/Hilltop and Southwest Interceptors by <br />changing the priority ranking of the said construction projects and by <br />reducing the funds available to the Northeast Ohio Regional Sewer <br />District to complete the projects; and <br />WHEREAS, the Heights/Hilltop and Southwest Interceptors are <br />long overdue and necessary improvements that will beneficially affect <br />a large portion of the Cuyahoga County population; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. The Mayor and Council of Mayfield Village, <br />Ohio are strongly opposed to the changes proposed by the Ohio <br />Environmental Protection Agency and the method of prioritizing the <br />ranking of projects controlling grant awards and in reducing the <br />percentage of funds available annually to a single grantee for the <br />reason that the proposed changes, if implemented, will delay the <br />construction of the Heights/Hilltop and Southwest Interceptors. <br />Section 2. The Clerk of Council is hereby authorized and <br />directed to forward a duplicate copy of this Resolution to Governor <br />Richard F. Celeste, and to all members of the Cuyahoga County <br />delegation to the Ohio General Assembly and in so doing to request <br />from each such a written response to the position stated herein. <br />Section 3. That the Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Resolution have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public, in compli- <br />ance with all statutory requirements including the requirements of <br />Section 121.22 of the Ohio Revised Code. <br />
