Resolution No. 9 26 <br />Introduced by:CounCil AS A U'1I1o1e <br />A RESOLTUION REQUESTING THE CLEVELAND REGIONAL SEWER DISTRICT <br />TO TAKE WHATEVER STEPS ARE NECESSARY TO EXPAND ITS STATUTORY <br />PURPOSE UNDER OHIO.REVISED CODE SECTION 6119.01 TO INCLUDE THE <br />SUPPLY OF WATER TO USERS WITHIN AND WITHOUT THE DISTRICT AND <br />TO UNDERTAKE NEGOTIATIONS TO ASSUME THE RESPONSIBILITY OF OPER- <br />ATING AND MANAGING THE REGIONAL WATER SYSTEM OF THE CITY OF <br />CLEVELAND, AND DECLARING AN EMERGENCY <br />WHEREAS, the City of Cleveland currently operates a water supply system which <br />has over a number of years been continuously expanded to serve the entire Greater <br />Cleveland area to the extent that said system is a regional water system, and <br />WHEREAS, Mayfield Village along with other municipalities in the Greater Cleve- <br />land region has heretofore contracted with the City of Clevelarid to have the City of <br />Cleveland, Division of Water and Heat of the Department of Public Utilities, provide <br />an adequate supply of water, and <br />WHEREAS, it has been demonstrated in the past that the operation of municipally <br />owned utilities which service large metropolitan areas is best handled on a_regional <br />basis and a greater efficiency can be obtained by the pooling of resources and man- <br />power throughout the area serviced, thereby accomplishing improved maintenance, <br />rep.air and expansion, and <br />WHEREAS, it is recognized that the City of Cleveland has attempted to provide <br />service but has been unable to do so because of the vast area that the Water Department <br />services, and <br />WHEREAS, water revenue receipts collected by the Cleveland Water Department are <br />being imprudently and unnecessarily applied so that the most pressing problems of <br />repair and expansion in all parts of the system are not being solved, and <br />WHEREAS, unless proper action is promptly instituted, the condition of the <br />Cleveland Water System will continue to drastically deteriorate not only as to the <br />inadequacy of the water pressure volume being delivered by Cleveland, but also as to <br />the quality of water to be furnished, and <br />WHEREAS, the Cleveland Regional Sewer District has demonstrated an ability to <br />operate, maintain and improve the regional sanitary sewer system, and <br />WHEREAS, Chapter 6119 of the Ohio Revised Code allows for regional sewer and <br />water districts, and allows a sewer district by petition to expand its statutory <br />purpose to include the supply of water to users within and without the district and <br />to assume the operation of a water suppiy and distribution system. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, CUYAHOG9 <br />COUNTY, OHIO, THAT:
