LEECH <br />A RESOLUTION APPROVING A riETROPOLITAN <br />CLEVELAND SE[dER DISTRICT <br />WHEREAS, for many years, the City of Cleveland has agreed to receive, <br />treat and dispose of sanitary sewage from the Village of Mayfield and other <br />suburbs, and <br />tdEIEREAS, pursuant to agreements covering usually three-year periods, <br />rates of compensation to Cleveland have been fixed, and <br />WEIEREAS, negotiations preparatory to agreement as to such rates <br />and other terms and conditions have been prolonged, time consuming and <br />expensive, sometimes resulting in litigation, and <br />TaFiEREAS, under such agreements this municipality and other suburbs <br />have had no voice in the planning or management of the metropolitan sewage <br />system, and <br />WHEREAS, sanitary sewage treatment and disposal is best handled on <br />a metropolitan or regional basis, and <br />' l~fiEREAS, this municipality desires to participate through elective <br />representatives in determining the policies, programs and allocation of costs <br />in a program of elimination~of sewage pollution in this area, and in the <br />improvement of Lake Erie and its contributory streams, and <br />WHEREAS, a committee representing suburban municipalities has <br />prepared and outlined a plan for the creation of a Metropolitan Cleveland <br />Sewerage System involving the following major concepts: <br />1. The creation of a Cuyahoga County Metropolitan Sewer <br />District serving the areas presently served by the <br />City of Cleveland, and expandable in the future to <br />incorporate additional areas by agreement. <br />2. The transfer to the County of all of the City of <br />Cleveland treatment and disposal facilities, and <br />some of the main inter-municipal intercepting sewers. <br />3. County planning, control, supervision and administration <br />of the system with initial Cleveland operation contracted <br />for. <br />4. A rate differential between Cleveland and the suburbs <br />based upon historical and present cost factors, such <br />differential to continue for a fixed period followed <br />by uniform metropolitan rates for all domestic users. <br /> <br />
