ORDINANCE NOm 87°18 INTRODUCED BY: Mayor Carmen & Council as a Whole AN ORDINANCE ESTABLISHING THE COP4MUNITY DEVELOPMENT BLOCK GRANT FUND AND DECLARING AN EPIERGENCY. WHEREP,S, a fund is defined as an independent fiscal and accounting entity with a self-balancing set of accounts recording cash and/or other resources together with all related liabilities, obliga- tions, reserves and equities which are segregated for the purpose of carrying on specific activities or attaining certain objectives in accordance with special regulations, restrictions or limitations; and WHEREAS, Mayfield Village, by Resolution, has authorized the Mayor to act as agent for the municipality to make application to Cuyahoga County, Department of Community Development for financial assistance under the Housing and Community Development Act; and WHEREAS, Mayfield Village has to account for cash and/or resources received and other related expenditures of the approved grants; now, therefore, BE IT ORDAINED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: Section l. There is hereby created a Government Fund Type, which will be a Special Revenue Generic Fund Type, and this particular fund will be known as the '°Community Development Elock Grant Funcl. °' Section 2. All cash and/or resources received by Mayfield Village as a grantee or as a sub-grantee shall be accounted for in the "Community Development B1ock Grant Fund." Section 3 The Director of Finance shall make payment from said specific fund upon the presentation of vouchers or orders therefor by proper Village officials in accordance with the law and applicable grant requirements. Such disbursements shall be made for the purpose of the various approved grant projects. Section 4. The Director of Finance is further authorized and directed to make application to the Bureau of Inspection of the State of Ohio for approval of the creation of the Community Develop- ment Block Grant Fund pursuant to the provisions of Section 5705,12 of the Ohio Revised Code. Section 5. That the Council finds and determines that all formal actions of this Council relating to the adoption of this Ordinance have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public, in compliance with all statutory requirements including the requirements of Section 121.22 of the Ohio Revised Code.
