RESOLUTION N0. 87- 53 <br />INTRODUCED BY: Mayor Carmen & Council as a Whole <br />A RESOLUTION AUTHORIZING THE MAYOR AND PRESIDENT <br />OF COUNCIL TO EXECUTE AN AGREEMENT WITH THE <br />REGIONAL INCOME TAX AGENCY FOR CERTAIN COMPUTER <br />SERVICES AND DECLARING AN EMERGENCY. <br />WHEREAS, the Regional Income Tax Agency (RITA) has acquired <br />a computer facility together with personnel and capability to furnish <br />services to municipalities other than income tax collection; and <br />WHEREAS, RITA has been awarded National Certificates of <br />Conformance for its Comprehensive Annual Financial Reports for periods <br />ended 1984 and 1985 by the Government Finance Officers Association; <br />and <br />bVHEREAS, the Mayor and Council of Mayfield Village have <br />determined that it would be economical and desirable for the munici- <br />pality to contract with RITA for the furnishing of certain computer <br />services; and <br />WHEREAS, the Mayor and Council have further determined, upon <br />the recommendation of the Director of Law, that no competitive bidding <br />is required for the services purchased herein pursuant to Section <br />735.053 of the Ohio Revised Code based upon the fact that RITA <br />constitutes a government agency; now, therefore, <br />BE ZT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. The Mayor and President of Council are hereby <br />authorized and directed to execute an Agreement with the Regional <br />Income Tax Agency for certain computer services including, but not <br />limited to, the Budgetary Accounting Package, Payroll/Personnel and <br />other needs of the municipality which lend themselves to such service, <br />a copy of said Agreement being attached hereto, marked Exhibit "A" and <br />incorporated herein as if fully rewritten, and which shall be approved <br />by the Director of Law prior to execution. <br />Section 2. The cost for the purchase of services from <br />RITA as authorized herein shall not exceed the sums indicated in the <br />aforementioned attached Agreement. <br />,fiction 3. That the Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Resolution have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public, in <br />compliance with all statutory requirements including the requirements <br />of Section 121.22 of the Ohio Revised Code. <br />Section 4. This Resolution is hereby declared to be an <br />emergency measure necessary for the immediate preservation of the <br />health, safety and welfare of the residents of Mayfield Village for <br />I the reason that the services purchased herein are necessary to enhance <br />the fiscal operation of the municipality.
