RESOLUTION N0. 87- 53 INTRODUCED BY: Mayor Carmen & Council as a Whole A RESOLUTION AUTHORIZING THE MAYOR AND PRESIDENT OF COUNCIL TO EXECUTE AN AGREEMENT WITH THE REGIONAL INCOME TAX AGENCY FOR CERTAIN COMPUTER SERVICES AND DECLARING AN EMERGENCY. WHEREAS, the Regional Income Tax Agency (RITA) has acquired a computer facility together with personnel and capability to furnish services to municipalities other than income tax collection; and WHEREAS, RITA has been awarded National Certificates of Conformance for its Comprehensive Annual Financial Reports for periods ended 1984 and 1985 by the Government Finance Officers Association; and bVHEREAS, the Mayor and Council of Mayfield Village have determined that it would be economical and desirable for the munici- pality to contract with RITA for the furnishing of certain computer services; and WHEREAS, the Mayor and Council have further determined, upon the recommendation of the Director of Law, that no competitive bidding is required for the services purchased herein pursuant to Section 735.053 of the Ohio Revised Code based upon the fact that RITA constitutes a government agency; now, therefore, BE ZT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: Section 1. The Mayor and President of Council are hereby authorized and directed to execute an Agreement with the Regional Income Tax Agency for certain computer services including, but not limited to, the Budgetary Accounting Package, Payroll/Personnel and other needs of the municipality which lend themselves to such service, a copy of said Agreement being attached hereto, marked Exhibit "A" and incorporated herein as if fully rewritten, and which shall be approved by the Director of Law prior to execution. Section 2. The cost for the purchase of services from RITA as authorized herein shall not exceed the sums indicated in the aforementioned attached Agreement. ,fiction 3. That the Council finds and determines that all formal actions of this Council relating to the adoption of this Resolution have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public, in compliance with all statutory requirements including the requirements of Section 121.22 of the Ohio Revised Code. Section 4. This Resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the health, safety and welfare of the residents of Mayfield Village for I the reason that the services purchased herein are necessary to enhance the fiscal operation of the municipality.
