ORDINANCE N0. 90- 33 INTRODUCED BY: Mayor Carmen and Council as a Whole AN ORDINANCE AUTHORIZING THE MAYOR AND PRESIDENT OF COUNCIL TO ENTER INTO A COOPERATION AGREEMENT WITH CUYAHOGA COUNTY FOR ENTITLEMENT FUNDS FOR NEEDED PUBLIC IMPROVEMENTS AND DECLARING AN EMERGENCY WHEREAS, The County of Cuyahoga, Community Development Division, has provided an agreement to Mayfield Village (attached hereto) concerning. Commu- nity Development funds; and WHEREAS, Cuyahoga County has been and may be designated as an urban. county if it secures sufficient signed Cooperation Agreements from political subdivisions in. Cuyahoga. County; and WHEREAS, Mayfield Village would thereby become eligible. for urban county entitlement funds for needed public improvements should sufficient political subdivisions participate in the Cooperation Agreements; and WHEREAS, the County has requested that the. signed agreement. be received by the Community Development Division of the Department of Development. by August 20, 1990; now, therefore, BE IT ORDAINID BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: SECTION 1. The Mayor and. the President of Council are hereby authorized to enter into the attached Coope.rat.ion Agreement with the County of Cuyahoga for participation by the Village with Cuyahoga County in the Community Devel- opment Grant program. SECTION 2. The Council finds and determines that. all formal actions of this Council relating to the. adoption. of this Ordinance have been taken at open meetings of this Council; and that deliberat.ions.of this Council. and. of its committees, resulting in such formal action, took place in meetings open to the public, in compliance. with all statutory requirements. including the requirements of Section 121.22_of the Ohio Revised.. Code. SECTION 3. This Ordinance is hereby declared to be an emergency measure immediately necessary for the health, safety and welfare of the residents of Mayfield Village, Ohio, for the reason that of the immediate. necessity of executing the Cooperation Agreement by the.. deadline. set by Cuyahoga County.
