ORDINANCE NO. 2003- 38 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY ORDINANCE <br />AUTHORIZING AN AGREEMENT WITH <br />URS CORPORATION <br />FOR THE PREPARATION OF PRELIMINARY PLANS <br />FOR TRAIL DEVELOPMENT <br />WHEREAS, the Village desires to develop an off road trail corridor to connect the <br />Village Center, Center School, Beta Park commercial development, and recreational <br />facilities; and <br />WHEREAS, a trail master plan has already been illustrated on the master plan <br />prepared by URS; and <br />WHEREAS, it is proposed that the trail corridor will run north of Wilson Mills Road, <br />about two miles north to the Village recreational complex at Parkview Road, and will be <br />approximately two hundred yards west of SOM Center Road;,and <br />WHEREAS, it is necessary to develop preliminary plans in order to identify a trail <br />alignment, crossings, easement requirements, and proper cost estimates for engineering <br />" and construction, as well as funding sources. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. The Mayor and Director of Finance are hereby and herein authorized <br />to enter into an agreement with U RS Corporation as and far the development of preliminary <br />plans for trail development within the Village of Mayfield, and to identify grant funding <br />sources, and to prepare initial grant applications, all pursuant to the proposal of URS <br />Corporation dated August 1, 2003, attached hereto and incorporated herein by reference. <br />SECTION 2. That the Director of Finance is authorized to pay an amount not to <br />exceed Twenty-Four Thousand Dollars ($24,000.00) as and for the preparation of <br />preliminary plans and other services as referred to in Exhibit A, attached hereto. <br />SECTION 3. The Council finds and determines that all formal actions of this Council <br />relating to the adoption of this Ordinance have been taken at open meetings of this Council; <br />and that deliberations of this Council and of its committees, resulting in such formal action, <br />took place in meetings open to the public, in compliance with all statutory requirements <br />including the requirements of Section 121.22 of the Ohio Revised Code.
