I <br />n <br />ORDINANCE NO. 98-12 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN ORDINANCE <br />CREATING CHAPTER 743 OF THE BUSINESS REGULATION <br />CODE OF THE CODIFIED ORDINANCES OF THE VILLAGE <br />OF MAYFIELD, RELATIVE TO FAIR HOUSING <br />WHEREAS, the United States Congress has adopted a national policy of <br />providing, within constitutional limitations, for fair housing throughout the country; and <br />WHEREAS, this Council finds that discrimination because of race, color, religion, <br />sex, ancestry, handicap, familial status or national origin, and unfair housing practices, <br />violate such national policy and the personal dignity of individuals; and <br />' WHEREAS, the Council further finds that discriminatory acts and unfair housing <br />practices deprive and threaten further to deprive the Village of its residents of the benefits <br />of a stable and integrated community, including the benefits of interracial, interreligious, <br />and intercultural associations; and <br />WHEREAS, the Council further finds that without special outreach efforts, <br />individuals of some minority and majority groups are less likely to consider dwellings in <br />all areas of the Village and, as a result, the Village and its residents might be deprived <br />of the benefits of a stable and integrated community; and <br />WHEREAS, this Council further finds that the Village has consistently striven to <br />support fair .housing and stable integration within the Village; and <br />WHEREAS, it is the intent of this Council to further enhance and enforce its fair <br />housing policy and to prohibit discriminatory acts in connection with the sale and rental <br />of dwellings; and <br />WHEREAS, it is further the intent of this Council to enact legislation further in the <br />aforesaid policy, and consistent with Title VIII of the 1968 Civil Rights Act, as amended; <br />and <br />WHEREAS, this Council also desires to submit the legislation herein to the U.S. <br />Department of Housing and Urban Development for the purpose of obtaining a ruling that <br />said legislation is substantially equivalent to Title VIII of the 1968 Civil Rights Act, as <br />amended. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF MAYFIELD VILLAGE, <br />OHIO, THAT: <br />
