M..1 Mayor Endress presidirge <br />Ro11 Call: Present ? Messrs Tayl.or.9 Wedler.,Stra-ter9Brown'Zarn & Hopkins. <br />Absent - None. <br />Mayor Endress then said that last week and this tiieek iras Scou•r Week <br />and that our Village was lucly in having two Scouts chosen from -the• Church,- <br />Bobbie Sloan as Acting Police Chief, and John Leach as Acting Mayor. Mayor <br />Endress said° that he hoped that both of these Scouts would obtain considerable <br />knowledge of the worZfl.ngs of our Village. Mayor Endress then introduced <br />John Leach and turned -the Chair over to him. - <br />After the Mi.nutes of the regu].ar meeting were read to Council, Mr. <br />Leach asked for a Motion to Pass and it was moved by riro Strater, secorxied <br />by Mr. Taylor9 -that the Minutes of the regul.ar meeting of January 19th' 1959, <br />be approved and passed as read. <br />Ro1.1 Cal].: Ayes - Messrs Taylor.,Wedler.,Strater'BraumyZorn & Hopkins. <br />Nays - None. Motion carried <br />Minutes Approved <br />17ayor Endress then expressed hi:s sincere 'uhanks to Mr. Coffee for <br />the excellent job done in wiring the Leslie House and asked the Clerlt to <br />iaAte a letter to Mr. Coffee expressing these sents.ments. <br />Mayor Endress then spoke of the riew look in the Village offices., <br />which were in the process of being c].eaned and repain-ted. <br />Mayor Endress then asked that the first order of new business be the <br />consideration of the request of The Gabri.el Construction Compar?y contained in <br />a recent letter sent to all members of Council. Mr. Mann, representing this <br />company, then undertook to explain their request. °Mr. Mann poi.nted out t'nat, <br />ubd.er the terns of -the Mayfield Ordinance' a bond or other security for 1009/. <br />of the cost of the imps°ovements would have -to be postedo The Ord.inance <br />calls for an improvement bond., on which the Village is the obligeeo Mr. Mann <br />pointed out that it was practically impossible to get an Improvement Bond <br />runni ng to the Vi1.l.age from any insurance company,as such compary would <br />require Gabriel Company to deposit 100f coll.ateral. In the alternative., Mr. <br />Mann proposed that a master escrow be set up a-t Land Title Guarantee & Trust <br />Compar?y., into tiahich would be deposited contracts and performance bonds <br />• securing the completion of such contracts-:z; by the sub-contractors who were <br />to install a]1 of the improgements.
