Mirna.tes of the Regu7.ar Meeting Febx°uary 16, 1959 The Coixncil of the Vi.llage of Mayfield met- in open meeting at the Tawm Ha11 at. Ss 00 P. M..1 Mayor Endress presidirge Ro11 Call: Present ? Messrs Tayl.or.9 Wedler.,Stra-ter9Brown'Zarn & Hopkins. Absent - None. Mayor Endress then said that last week and this tiieek iras Scou•r Week and that our Village was lucly in having two Scouts chosen from -the• Church,- Bobbie Sloan as Acting Police Chief, and John Leach as Acting Mayor. Mayor Endress said° that he hoped that both of these Scouts would obtain considerable knowledge of the worZfl.ngs of our Village. Mayor Endress then introduced John Leach and turned -the Chair over to him. - After the Mi.nutes of the regu].ar meeting were read to Council, Mr. Leach asked for a Motion to Pass and it was moved by riro Strater, secorxied by Mr. Taylor9 -that the Minutes of the regul.ar meeting of January 19th' 1959, be approved and passed as read. Ro1.1 Cal].: Ayes - Messrs Taylor.,Wedler.,Strater'BraumyZorn & Hopkins. Nays - None. Mayor Endress then spoke of the riew look in the Village offices., which were in the process of being c].eaned and repain-ted. Mayor Endress then asked that the first order of new business be the consideration of the request of The Gabri.el Construction Compar?y contained in a recent letter sent to all members of Council. Mr. Mann, representing this company, then undertook to explain their request. °Mr. Mann poi.nted out t'nat, ubd.er the terns of -the Mayfield Ordinance' a bond or other security for 1009/. of the cost of the imps°ovements would have -to be postedo The Ord.inance calls for an improvement bond., on which the Village is the obligeeo Mr. Mann pointed out that it was practically impossible to get an Improvement Bond runni ng to the Vi1.l.age from any insurance company,as such compary would require Gabriel Company to deposit 100f coll.ateral. In the alternative., Mr. Mann proposed that a master escrow be set up a-t Land Title Guarantee & Trust Compar?y., into tiahich would be deposited contracts and performance bonds • securing the completion of such contracts-:z; by the sub-contractors who were to install a]1 of the improgements.
