37 <br />MINUTES OF A PUBZIC HEARING OF COUNCIL <br />Maqfield Village <br />March 16, 1987 The Council of Mayfield Village met in Special Session on Mondaq, bSarch <br />16, 1987, at 7:45 p.m. in the Council Chambers at the Village Hall. <br />Council President Santo Basile presided. <br />Roll Call: Present: Mr. Basile, Mr. Etzler, Mr. Flynn (7:48 p.m.), Mr. <br />Goley, and Mr. Petschauer <br />Absent : None <br />Also Present Were . Miss Heath, Miss Jerome <br />Mr. Basile said that this Public Hearing is'being held regarding the <br />Community Development B1ock Grant Program. He said Mr. Ed Kelley from <br />the Department of Community Development was present in the audience. Mr. <br />Basile asked Mr. Kelley to explain the program. <br />Mr. Ed Kelley; Department'bf Community Development-, said that the Federal <br />Government requires municipalities to hold a public hearing for the Block <br />Grant Program. It is a competitive program., He explained that they must <br />have a roster showing who attended.the meeting and ask-.for suggestions <br />from the floor. Then they would..submit their.application. Input for the <br />items that are submitted on the application may come from the elected <br />officials or members of the community. The elected officials will make <br />the final decision regarding the items that are submitted. Zf Council has <br />several items that they are considering, they should discuss them tonight, <br />and submit a11'of them on their application. That way it they couldn't <br />use one.of the items or if.they changed their mind they would"be able to <br />go to another item. <br />There were:no comments from the audience. <br />Annette Jerbme; Finanee Clerk, said that she had discussed.this with Mayor <br />Carmen and he wants'to change the 11th year proposal from the parking 1ot <br />to heating and air conditioning.. She said that they have discussed this <br />with Mr. Kelley and have sent a,formal letter stating that is whati.they <br />would like to do._ It has been approved*but it needs to be discussed this <br />evening and approved by Council. <br />Mr. Petschauer asked:.if we would be limiting ourselves if we request funds <br />for a specific reason and asked if we could make a broad request. <br />Mr. Kelley explained that this meeting is for the 11th and 13th year funds. <br />The 11th year funds have been allocated, but they are eaxmarked for parking. <br />Since parking would not pass, rather than the Federal Government taking the <br />money back, the Village can use a different program.
