Mr. Thomas is still concerned that trash will be left <br />in fire access drive and deliveries made from front fire lane since <br />loading area and dumpster locations are not convenient to units, and is <br />questioning if trucks unloadiiig in: zones would not block parking areas. <br />Mr. Zayac stated that their maintenance contract will stipulate restric- <br />tions to avoid these problems and Mr. Kirber advised that the eastern <br />loading zones would accommodate any 55 to 60 foot semi-tractor trailer, <br />and western zone (closer to smaller shops) would accommodate urban <br />delivery tractor trailers, and demostrated with the templates how trucks <br />could maneuver in and out of zones even if adjacent parking spaces are <br />in use. In reference to the Ground Round property (part of which is <br />being split off for this project), Mr. Kirber stated they were advised <br />that there are between 100-125 seats and, by their own count, there are <br />61 parking spaces.; 25,200 square feet will remain on.that site. Mr. <br />Gorris referred to the February 1983 minutes in which the Ground Round <br />received approval for an addition and requested that the Building Com- <br />missioner make a vhysical count of the seats since he believes there is <br />a discrepancy. As previously requested Mr. Kirber presented plan show- <br />ing drive and streets adjacent to shopping center and those across <br />Lorain Road. Mr. Morgan read a letter from John Golden, an adjacent <br />neighbor, who is objecting to the nroposal and specifically mentioning <br />his flooding problems which could possibly be increased. City Engineer <br />Boyer stated that drainage plan will be reviewed, there is an outlet <br />available, the developer must install retention, and he foresees no drainage problems for the neighbors. Mr..D. Pattison, an adjacent <br />neighbor, quoted figures from N.O.A.C.A.'s recently published trans- <br />portation study and conciuded that the area from Columbia Road to Walter <br />Road is the third most heavily travelled section of the City.and further <br />stated that, according to the I.T. Generation Book (handbook for traffic <br />planners), this project will generate a little under.500 trips per hour <br />based on a 12 hour. day. He also believes that if this plan is anproved <br />as it stands-variance would be required'for the following sections of <br />the Zoning Code: Section 1131:01, limits on the use of residential <br />property; Section 1139.05(c)-1, violation of rear yard; Section 1139.08 <br />prohibiting access drives.off properly zoned property; Section'11161.09(a), <br />center lines of drives which access Lorain Road are less than 60 feet <br />from an intersectirig street (Bentley Roa(?D; Section 1161.08(e), if in fact, <br />they do_not have ownership of adjoining land; and Section 1161.12(b), <br />truck loadingzone in new .plan is witfiin 50 foot of district line between <br />residentially zoned land and General Retail. He is questioning ho.w <br />much development should be allowed based on.traffic, limited frontage. - <br />on Lorain Road, and the-irregularly shaped property, and believes the <br />developerIs exceeding the intent of the ordinances. He cited additional <br />concerns,of:the neighbors and requested that: dumpsters be relocated <br />further away from residences, rear access drive be illuminated with low <br />pole lighting on north`side of curb, high cut off fixtures directing <br />back towrd the building; visual or vehicular access be p'rovided to rear <br />drive (some device should be•included to limit speed), and questioned <br />if retention is open or underground. He.also suggested that the develover <br />should request sign variances since the cQnfiguration of the building <br />will limit the size and visibility of the signs,-thus making units _ <br />difficult'to lease.
