Andreano presented a vicinity mau and advised that subdivison will be <br />named Cambridge Crossings, and that nreliminary engineering plans have <br />been submitted to the City Engineer. Mr. Gorris read a portion of the <br />report regarding the nrevious City Liiie subdivision (this property was <br />originally phase 2 of this subdivision), which stated that sublot 40 had <br />been reserved for street 'open2ng purnoses for a maximum period of three <br />years, this option was not useii within that period, and became buildable, <br />building nermit was issued on August l, 1980. In resnonse to Mr. Gorris' <br />questions, Assistant Law Director Dubelko advised that.council can deal. <br />legislatively with the problems of construction vehicles, etc, in regard <br />to the safety of the residents; damaged roads woul.d be the developer's <br />responsibility, city must set a bond that would adequately nrotect the <br />the roads. Police Department report stated, in part, that thexe are. <br />advantages to having only:one entrance, but.the disadvantages outweigh <br />the advantages. The section of road -fromStearns to Chadbourne has water <br />lines etc, and should anything close this road, it.would cut off thxs <br />development from safety vehicles, etc. until the road.was opened. City <br />Engineer Bo_yer advised that, as noted on his report, the extension of <br />Westminster Drive exceeds the 1,300 foot maximum length of a street <br />between intersections as required by Ord. 79-139, Section 1000.02(12d). <br />Mr. Aridreano pointed out that there are many streets shown on the vicinity <br />maD that are longer. Mr. Dubelko advised that only the Council'could. <br />modify the subdivision ordinance: Mr. Grendell stated that Bretton <br />Ridge Drive can be extended.to Wellington.Drive in order to conform, and <br />they are requesting approval sub.ject to that. change. ' Mr: Morgan stated <br />that a revised plan should be submitted and suggested that the lot <br />shown with a 45.foot frontage could then be increased. He questioned <br />if mounding with a fence would be an adequate.sound tiarrier and suggested <br />that they, install. the same t_ype. of barrier.that was installed by the ' <br />State. Mr. Grendell st'ated that this svstem is:satisfactory elsewheFb. <br />He also advised Mr. Gorris that they will discuss installing a traffic <br />control device prior to the beginning-of construction. Mr..Kusak,. <br />representing the Bretton.Ridge Civic Association, nointed out that the <br />developers can save thousands of dollars by not cutting th•rough new <br />access roads, and stated.many other concerns of the association: streets, <br />if damaged, might have to be replaced,.not just repaired; sanitarv and <br />s°torm sewers might not be sufficient; electrical service is marginally <br />adequate now, lines.are not expandable; new water lines, even with.a line <br />down Stearns Road, might not correat.their water pressure problems, want <br />a determination th at water pressure would be sufficient before any <br />expansion approved; if accident occured at Dorchester and Stearns, emergency <br />vehicles would have to use their tree lawns for access,they would be the <br />ones to suffer; q.uestioned if turning radii were sufficient for new school <br />buses and fire equipment (noted_several sharp turns on plat); <br />and concluded that their association opposes any infringement of their <br />development, and warit the city to consider it a completed-subdivision, <br />and if this land is to be developed, they want it to be off Barton Road. .
