Thomas, Vice-Chairman, Planning Commission <br />DATE: June 8, 1988 <br />RE: Traffic Impact Fees - <br />. ?' <br />The Planning commission reviewed and discussed your suggestions concerning <br />' traffic impact fees at our ray 24tn meeting. Without excpetion, we agree <br />with your recommendations and evaluation of the traffic situation resulting <br />from increased development in the city. <br />We offer the following idea as a means to finance, traffic impact studies <br />. without putting too much burden on small developers who may have little <br />impact on traffic, compared to developers such as Biskind or Wolstein. <br />For every required or proposed parking space (landbanked or open) in adevelopment., an impact study fee of $1.00 (or more) per car would be charged <br />by.the city and deposited in a general fund, which would finance the studies. <br />The impact study could be done at the time of the proposal, or in the case <br />of a small developer, would be delayed until.the city felt it.was necessary <br />to proceed with the study. <br />`4 <br />We also suggest that the fund be administered by the Planning Commission, <br />where such studies are first recommended and discussed. This would also <br />permit the study to take place by the time a developer returns to the <br />Commission for final review of his or her plans. <br />Finally, we recommend that the impact fee be retroactive to January 1, 1988. <br />and.apply to all developments under review or newly -proposed since that•date. <br />Tt is our hope that these suggestions will initiate discussion and legislative <br />action, which will permit the city to proceed with this important matter. <br />cc:' Thomas Morgan; Chairman of Plann.ing Commission <br />Piembers of Planning Commission <br />Members of Council <br />Law Director M.
