Bowen, and unani- <br />2) Home Centers, located to the rear of Bob Evans Restaurant, 25853 Lorain Rd. <br />Revised parking lot plan for proposed building. <br />Heard by Planning Commission September 12, 1989. <br />Mr. Thomas reviewed the proposal, the Commission had previously approved <br />the plan with the condition that the 7 parking spaces in the front of the <br />Bob Evans parking lot be removed in order to allow more area for ingress <br />into the property. Because Bob Evans refused to give up any of these <br />spaces the proposal was brought back from the BZD Committee of Council <br />to the Commission, but these same conditions were still stipulated. At <br />this point, Councilraan Tallon, Chairman of the BZD Committee, has requested <br />that, in view of what had presently been accomplished, the Commission hear <br />the revised proposal. Mr. Valore, attorney for Home Centers, explained <br />that after continuing discussing throughout the summer, Bob Evans finally <br />agreed to give up 3 parking spaces in the front for $30,000 and with the <br />provision that Home Centers pick up all associated costs for removing the <br />spaces and installing any additional landscaping which will probably be <br />approximately $45,000, to $50,000. Mr. Vollman of Bob Evans further indi- <br />cated that absolutely ncthing more would be given up. The members had no <br />further questions. Mr. McCarthy, representing Kir_g's Path Condominiums, <br />stated that they had thought tfi is issue was dead, and questioned what is <br />now planned. They object to another business beside their complex, pointing <br />out that this would be adjacent to their picnic area and that they have <br />problems at present with people partying and littering in the adjacent <br />parking lots after the businesses are closed. They are also concerned <br />about drainage and would like the Commission to consider some type of <br />fence or barrier. Mr. Thomas pointed out that there were King's Path <br />representatives at the other meetings and they made no such request and <br />much time was spent discussing landscaping. Mr. Valore exFlained that <br />there were provisions for landscaping all along.the eastern boundary <br />suggested that having a structure there would eliminate some of the pro- <br />blems that they were experiencing. Mr. Cody, the architect, offered to <br />leave the security lights on until early morning to discourage trespassing. <br />Mr. Betts pointed out that this parcel would be developed at some point <br />in time, and the Commission met many t.ines to try to make this the best <br />plan possible. After viewing the plans, Mr. McCarthy requested that some <br />sort of barrier be erected since the front entrance of this building <br />would be facing their front entrance. Mr. Valore stated that it would <br />appear that their building-ends where Home Center's building starts. In <br />this case, Mr. McCarthy, believes that this building will be opposite <br />their picnic area and stated that since the developers have only reduced <br />the parking by 3 spaces they. are probably saving about $7,000. which should allow some leeway for a fence. Mr. Thomas advised that since this <br />is the fourth meeting on this proposal and everything was discussed in <br />the first three meetings in reference to the King's Path property, he <br />suggested that Mr. McCarthy present his request to the BZD Committee of <br />Council or even to Council. M.
