PLANNING COMMISSION MARCH 14, 1989 PAGE 2 <br />increase the green area on the opposite side to even them up; he suggested <br />creating an island to save a maple and two black cheeries and showed how <br />they could then include some other spaces in two other areas; suggested <br />another island on the north east property line (eliminating 7 spaces); <br />and suggested creating a green area on the east pro.perty to save a line <br />of trees (eliminating 12 spaces). Mr. Ricci stated that if they did all <br />of this they would be loosing approximately 30 to 35 spaces. Mr. Herschel <br />believed that creating the island would hinder traffic flow, and PZr. Ricci <br />stated that some of the added spaces that were suggested would not be <br />feasible. Mr. Nichols again explained that they needed all these spaces <br />during the Christmas season, and pointed out that if they did not have <br />them customers might park illegally. The developers indicated that they <br />had no problem with eliminating the spaces on the.north side of the <br />Dover Center entrance, but objected to eliminating the opposite ones. <br />Mr. Ricci would like to work with the £orester in order to have the sur- <br />veyor actually pin point the trees on the property. T1r. Nichols questioned <br />if they could have a few smaller spaces for compact cars in order to <br />increase the parking, if they agreed to eliminate some of the others. <br />rir. Ricci suggested spaces approximately 82 by 16 or 17 feet for possibly <br />10 or 15 spaces. Building Commission Conway stated that he did not see <br />a problem with this. The developers agreed to study these recommendations <br />and to continue to work with the forester. They presented a computer <br />generated photometric parking lot plan and Mr. Ricci explained that there <br />will be lights on the building and pole lights in the parking lot. This <br />plan was designed so that no light glares onto adjacent properties, light- <br />ing on the perimeter of the lot is lower, and all lights can be individually <br />adjusted. It was explained to Mr. DiBenedetto, a property owner on <br />Brookpark Road Extension, where the Dover Center entrace would be located. <br />Mr. Garland, of the Chamber of Commerce, suggested that a light on Dover <br />Center might be necessary. This will be considered in the Traff-Pro <br />reporto Chairman Thomas read the Safety Department report whieh stated: <br />The exits onto Lorain and Dover should cause no problems during the daytime. <br />During the Christmas season and on weekends there will be problems for <br />any vehicle exiting ont Lorain attempting to go east. East bound will <br />back up bumper to bumper beyond Third Federal. The 30' drive onto Lorain <br />should allow easy access for trucks. Westbound on Lorain backs up <br />during the evening rush hours./ I reviewed 2 years accidents between <br />Country Club/Dover and Dover from Lorain to Brookpark Ext./ 1987 Lorain <br />Rd, 17 accidents/ Dover Rd. 2./ 1988 Lorain Rd. 18 accidents/Dover 4." <br />City Engineer Cesen stated that Traff Pro had been supplied with the <br />aeci,dent counts. Traff Pro study will probably be ready by the next <br />meeting. B. Gorris moved that the Toys. "R" Us proposal on the north side <br />of Lorain Road, be forwarded to the Architectural Board of Review for <br />-their imput, seconded by M. Betts,.and unanimously approved.
