He presented a site plan showing the existing <br />trees, but explained that some of them were not in good shape, but there <br />were some that they planned to keep. He then presented a revised site <br />plan with 68 parking spaces which will also allow a better turning radius <br />and will increase the planting areas. Mr. Betts questioned if the Commis- <br />sion could evaluate if this easement is proper and if they can determine <br />if it is a reasonable use, and pointed out that every time he was on the <br />site it was congested. Assistant Law Director Dubelko stated that the <br />Commission could request that the developer present copies of the easement <br />agreement to ascertain that there would be no problem of access in the <br />future and that the Commission should consider the safety of the traffic <br />flow on the lot. Mr. Thomas stated that he sees no benefit to this busi- <br />ness, to the customers of Bob Evans, or to the city by using an easement <br />through a busy parking lot. He also stated that he would like to see <br />a representative of Bob Evans present. Mr. Cody stated that even though <br />they would like an access onto Broopark Road, they are willing to build <br />without it and do not see this access as a problem. Mr. Gorris stated that <br />previously the Planning Commission had denied a lot split and now there is <br />a request for a business on the property under a lease agreement and he <br />would recommend that the Board of Zoning Appeals not approve the variance. <br />The Commission agreed that this lot was being over developed especially <br />since this is a very busy parking lot. Mr. Bierman pointed out there <br />could be problems with 25 foot trucks using this driveway. Mr. Cody <br />mentioned two other location that Home Centers have where they have one <br />access through another business to get to their store. Mr. DeBliss, <br />representing Kings Path Condominium, stated that their residents have <br />a problem going west on Lorain Road at present and this will make it more <br />difficult, and also stated that they had problems with their sewers when <br />the Med Center building was built and questioned if this building would <br />use the same sewers. Mrs. Castrigano, also a resident of Kings Path, <br />believes that a traffic light is needed in the area and pointed out that <br />there was a fire hydrant and a telephone pole in their drivewayo City <br />Engineer Cesen stated that he would investigate the sewer problems as <br />well as the telephone pole and hydrant. M. Betts moved to refer the <br />Home Centers, Inc. proposal to construct a new building at 25853 Lorain <br />Road to the Board of Zoning Appeals with a recommendation that the vari- <br />ance associated with the access drive be denied, seconded by B. Gorris, <br />and unanimously approved. <br />IV. NFW DEVELOFMENTS AND SUBDIVISIONS: <br />No items. <br />V. COMMUNICATIONS: <br />A letter was received from the Mayor pointing out the need for assisted living <br />facilities sucli as the proposed Olmsted Manor. <br />V. COMNIITTEE REPORTS: <br />Mr. Gorris advised that the Planning Review Committee will be meeting at 7:30 p.m. <br />on Wednesday, March 15th.
