Mr. Kazor <br />explained that the outside renovations basically are replacing the garage <br />door with an entrance door and window, and adding another entrance door <br />where a window is presently located. There will be three separate air <br />conditioning units. J. Thomas moved to refer the Bud Kazor Insurance <br />proposal to convert an existing home at 30005 Lorain Road to the Archi- <br />tectural Board of Review and to the Safety Department for their review, <br />and request that the developer eliminate the location of the dumpster <br />or garbage bin and to move the parking back farther in order to add more <br />green space to the front, seconded by R. Bowen, and unanimously approved. <br />Chairman Thomas advised that both the Buildinp, Department Request and <br />the item under New Developments and Subdivisions would be heard at one <br />time. <br />3) Centerior Energy Corp. (Cleveland Electric Illuminating Co.), property <br />located on the south side of Lorain Road, west of Charles Road. <br />Proposal to construct the Crystal Substation <br />(Heard by the Board of Zoning Appeals May 3, 1989). <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />2) Cleveland Electric Illuminating Company Assembly Plat <br />The proposal is to combine and assemble permanent parcels nos. 234-9-8 <br />and 234-9-9, located on the south side of Lorain Road and abutting the <br />C.E.I. Easement, into one (1) parcel, which is the site of a proposed <br />C.E.I. substation. Zoning is Retail Business, General, and the proposal <br />conforms to the Zoning Code. <br />? <br />Chairntan Thomas explained that a variance had been granted for them to <br />install barbed wire on the fence surrounding the facility which would be <br />a safety precaution. Mr. Beurskin and Mr. Louie, representing Centerior <br />Energy, presented plans and explained that the substation would be located <br />behind the 132,000 volt transmission lines and would relieve the overload <br />situation that occured last summer. This facility will not interfere <br />with any electrical operation in the area. Mr. Louie presented pictures <br />of a similar facility and explained that there will be a solid 9 foot <br />high wall (18 gauge metal ribbed panels, topped and framed with cedar <br />wood rails) along Lorain Road and a chain link fence with the barbed <br />wire on three sides. Mr. Beursken explained that they are combining two <br />parcels east of their easement on which the facility will be built. They <br />explained that there would be several types of lighting on the premises: <br />on the exterior there would be 400 watt floodlights, as well as twenty <br />six 75 watt floodlights and a surface luminair on the wall of the control <br />house. They explained that the lights would only be on when the facility <br />was being serviced by the traveling operators, but that there would be <br />some light spillage when they were on. Mr. Thomas suggested that perhaps <br />some additional landcaping could be added to shield some of the light. <br />There are no parking spaces on the property, only a drive into the facility. <br />Building Commissioner Conway advised that no parking would be required <br />for this use, Mr. Bierman is concerned with the 35 foot front set back <br />since if the property to the east were developed at the 50 foot set back <br />this would be in front of it. Mr. Thomas agreed and suggested that <br />perhaps the station could be moved back to the south. Mr. Beursken
