Thomas <br />Chairman, Planning Commission <br />City of North Olmsted <br />Chairman Thomas, <br />September 22, 1989 <br />Phone 777-8000 <br />I see from the agenda for 9/26/89, the Commission under III-3) will be hearing <br />the Nemeth revised plans to construct additional parking.. The property is the <br />location of the Star Lounge. <br />May I bring you and your fellow members up=to-date regarding the Star Lounge. <br />FIRST - At the 9/19 Council meeting, discuss.ion was had to attempt at resolving <br />to recommend the Star Lounge liquor license be rejected, revoked or whatever <br />the proper terminology that was to be developed at the direction of Council to <br />the Clerk of Council. In turn, the Clerk was to notify the State Board of Liquor <br />Control of council's recommendation. As of this writing, I've not heard of the <br />results.of council's action. <br />SECOND - You remember Mr. Lizanich of 5771 Wellesley. He appeared before council <br />on 9/19/89 asking that body to help in solving the noise disturbance problem in <br />the area. I-promised Mr. Lizanich after the meeting I would inform your Commission <br />of council's action and to bring current information I have regarding Star Lounge <br />activities that brought police response.. <br />THIRD --Since June 1, 1989 there have been 27 incidences where the police have been <br />involved in activity surrounding or generated by Star Lounge. Nine,(9) of those <br />were in response to noise complaints. .In all of-1988.there were but three (3) <br />noise complaint calls. In-.1989, from January thru May 26, there were seven (7) <br />complaints of noise with six.of those seven being betwe'en-4/22/89 and 5/12/89 - <br />about "three weeks; and, about the time "live" music came to Star Lounge. <br />FOURTH - On-June 12, 1989 City Prosecutor Albenze wrote to the Star Lounge regard- <br />ing noise disturbance, advising we are monitoring the situation and asking co- . <br />operation to keep the "noise level down---." Since June 1, 1989, there have been <br />nine (9) counts of police response to noise disturbance.. In addition,-police have <br />found four (4) instances of possession of drugs, dangerous drugs in two of the four; <br />have had bar checks by patrols, criminal damaging to property, open container <br />violations, fireworks set off, and theft of property to mention some. <br />In 110 days (6/1/89-9/18/89), 27-incidences - about one every four"days/nights; <br />in 146 days (1/1/8975/26/89), 23 incidences - about one every six days/nights; and, <br />in 366 days (all of 1988),,40 incidences - about one in every nine days/nights. <br />This matter is for you and your fellow commi'ssion members to r view. <br />.. .
