Mize responded that there <br />are no definite plans as yet since they will be building offices for <br />sp.ecific tenants, but the driveways will be off Country Club Boulevard. <br />Councilman D. McKay agreed that I-480 had changed the integrity of this <br />residential neighborhood, but the exit off I-480 had not been approved <br />and many members of Council believe this would impact the entire area. <br />He maintains that the residents who originally bought residentail pro- <br />perty have a right for the area to remain residential and pointed out <br />that the property involved was bought as residential property. Ms. <br />Cleveland, another resident, cite.d. serveral problems with strangers <br />in the neighborhood and maintains that more development will create mor.e <br />such problems and make the traff ic problems even worse. Ms. Chardoney, <br />a resident, stated that there were rumors that the developers would be <br />propos:ing a 4 story office building in this area, pointing out that. <br />a previous traffic study showed that 9,000 cars.a day went past her <br />house without this development. Mr. Takach is also questioning how this <br />proposal would enhance his propert;T values. Mr. Morgan suggested,that <br />if this property was developed properly with green areas, setbacks, and traffic signals,.perhaps some of the problems might be alleviated; <br />pointing out that under the presen.t conditions it was unlikely there <br />would be any improvement. In repsonse to Mr. Thomas' question, Mr. Mize <br />,stated that one of these lots was split zoned. Assistant Law Director <br />Dubelko advised that it would be consistent with city policy to change <br />a split zoned lot into one classification. Mr. Thomas advised that if <br />the property remained residential nothing much"-would change, but.if it . <br />were rezoned any development would be regulated and some changes might <br />benefit the neighborhood. He also pointed out that, in the past, devel- <br />opers have gone to court for a rezoning, thus allowing the courts to <br />decide on various issues, rather than city bodies. In response to <br />Councilman McKay's questions, Mr. Dubelko stated that he did not believe <br />this could be considered as spot zoning, since there have been various <br />impacts on the neighborhood and the city must look at the entire area <br />to decide what would be consistent witH the neighborhood. Mr. Chardoney, <br />a resident, does not.beleive that traffic signalization would help the <br />traffic problems and pointed out that the developers have allowed the ? <br />houses to deteriorate and have not kept up the vacant property..Ms. Watts <br />responded that the property is mowed and is kept up to city standards, <br />and the vacant lots are cleaned up periodically. Mr. Betts, Mr. Thomas, <br />and Mr. Morgan, all agree that this neighborhood has changed and should <br />be looked at. Mr. Gorris stated that he believes that the entire tri- <br />angular area bounded on the east by Brookpark Road and I-480, and on the <br />west by the condominiums and the Mixed Use District should be studied <br />by some planner or planning body. Mr. Morgan questioned if the zoning <br />of the other property should be changed prior to some development being <br />actually proposed and does not believe that this proposal should be de- <br />layed until the,other property is studied. In response to Mr..Thomas' <br />question, Mrs. Chardoney advised that she did not know if she would feel <br />differently about this rezoning if her property was also going to be <br />rezoned. Mr. Dubelko agreed that it would be best to consider rezoning <br />on an area basis,.and reminded the Commission that Mr. Burns, a previous <br />chairman had presented some potential areas to be considered.for rezoning.
