The city contains certain large parcels of land which have not been de- <br />v.eloped to their full economic potential. The development of these parcels for single family or <br />multiple family use is deemed impractical, while their classification for retail business or limit- <br />ed industry use would not be in keeping with the best interests of the city. In order to preservc <br />and promote the best interests of these parcels as well as their orderly development, they <br />should be placed in a separate zoning category which would permit thereon combinations of <br />garden type developments such as apartments and other multiple family-dwellings, commercial <br />buildings, offices, professional and research buildings. <br />IN ADDITION, THERE EXIST AREAS WITHIN THE CITY, IN PARTICULAR.__. <br />THE CITY'S WEST END, WHICH ARE NOrT PRESENTLY ZONED FOR USES WHICH <br />ARE CONDUCIVE TO THE CITY'S GOAI.S OF ORDERLY AND COMPREHENSIVE <br />DEVELOPMENT, PROTECTION OF REAL ESTATE VALUES, AND PROMOTION OF <br />LAND USES PRESENTLY UNDERSERVED. THESE AREAS LIKEWISE SfIOULD BE <br />PLACED IN A SEPARATE MIXED USE ZONING CATEGORY TO ACHIEVE THE <br />ABOVE-STATED CITY GOALS, WHICH WILL NOT INTERFERE WITH THE RIGHTS
