If the Commission finds that such proposed detailed development plan is in con- <br />formance with the preliminary land use plan theretofore approved by Council and is in accord- <br />ance with the provisions of this Chapter and in the spirit and keeping with this district, and <br />meets all the conditions which it in its discretion may have impased., the Commission shall <br />approve the detailed development plan and notify Council of such action. . <br />D. .Council Approval. The proposed detailed development plan, so <br />certified by the Commission, shall not become effective unless and until it shall have been ap- <br />proved by Council, provided, however, that in the event Council should take no_ action in <br />approving or disapproving such plan as certified by the Commission within 30 days from the <br />date of the receipt of such certification, the action of the Commission in approving such plan <br />shall become in full force and effect on the day next succeeding the.expiration of the 30 day <br />period. . . <br />E. Requirement of Plans to Conform. All plans and specifications for <br />the development of a parcel, or any portion thereof, shall conform to the detailed development <br />plan as approved under the provisions of subsection D. hereof and shall be submitted to the <br />Building Official in accordance with the ordinances of the City. <br />1149.09 BUILDING PERMIT AND CERTIFICATE OF OCCUPANCY. <br />No building permit for the improvement of a parcel, or any portion <br />thereof, or for the erection of any building shall be issued unless and until the detailed devel- <br />opment plan shall have been approved in accordance with the provisions of section 1149.08 <br />D. If and when such proposed detailed development plan shall have been approved in accord- <br />ance with section 1149.08 D., the Building Official shall be so notified and he shall then issue
