CITY OF NORTH OLMSTID <br />, BOARD OF BIIILDING CODE APPEALS <br />MINUTES -NOVIIKBER 29, 1990 <br />I. ROLL CALL: <br />Chairman Burk called the meeting to order at 7:30 p.m. <br />Present: J. Kazak, J. Konold, B. Schulz, and R. Burk. <br />Absent: D. Spoerke <br />Also Present: Building Commissioner Conway and Substitute Clerk of <br />Comnissions R. Wingenfeld. <br />II. REVIT AND CORRECTION OF MINUTES: <br />B. Schulz moved to accept the minutes of November 15, 1990, seconded by J. <br />Konold and unanimously approved. <br />III. COMMUNICATIONS: <br />No items. <br />HEARINGS : <br />No Items. <br />V. OLD BJSINESS: <br />1) Larry Brinlunan, 25815 Kennedy Ridge Road. <br />Request variance for stairway to be in violation of Section R-214 of the <br />C.A.B.O. One and Two Family llwelling Code. <br />Continued fran meeting of November 15, 1990. <br />Chairman Burk administered the oath to Mr. Myers, partner of Mr. Brinlanan. who <br />explained that he believes that the problem with the stairway was really the <br />fault of the design of the house, but they are willing to do what they can to <br />correct it. Mr. Burk and Mr. Kazak both looked at the site, Mr. Burk stated <br />that he did have a problem going down the stairs and Mr. Kazak believed that <br />he had a problern with the stair.s because he was expecting to have one. He <br />pointed out that the stairs are well lighted. There are no handrails as yet, <br />but Mr. Myers offered to install handrails on both sides of the steps. Tao <br />proposal have been presented: one with 12 steps which has an 82 inch riser <br />instead of 8 inches and a 9.93 inch tread instead of 104 inches, and allows <br />more than the 6 foot 8 inch head room required; and the.second proposal with <br />13 steps which has a 7.85 inch riser and a 10..25 inch tread and head room of 6 <br />feet 6 inches, which is 2 inches less than required.. Building Comm.issioner <br />Conway stated that he objected to increasing the riser, and he pointed out <br />that the first proposal does not require moving the beam; the second proposal, <br />requires moving the steel beam which was added by the builder and putting a <br />column on either side of the stairs. He preferred the second proposal which <br />meets codes except for the 2 inches less for the required head room.
