<br />CITY OF NORTH OLMSTED <br />BOARD OF BUILDING CODE APPEALS <br />MINUTES - AUGUST 23, 1990 <br />I. ROLL CALL: <br />Chairman Burk called the meeting to order at 8:02 p.m. <br />Present: J. Kazak, J. Konold, D. Spoerke, and R. Burk. <br />Absent: B. Schulz <br />Also Present: Bui.lding Commissioner Conway, Building Inspector Kettle, <br />and Clerk of Commissions Oring. <br />II. 'REVIEW AND CORRECTION OF MINUTES: <br />Chairman Burk noted that on page 1 <br />Kazak, not Burk. R. Burk moved to <br />as corrected, seconded by J. Kazak, <br />and 2 the minutes refer to Chairman <br />approve the minutes of June 28, 1990 <br />and tmanimously approved. <br />III. COMMUNICATIONS: <br />No items. <br />IV. HEARINGS: <br />Beverly and Eugene Frieg, 5799 Porter Road. <br />Request a stay of Demolition Order for property at the above address. <br />Hearing required Chapter 1131.05(a). <br />Chairman Burk administered the oath to Mr. and Mrs. Frieg. BuiTding <br />Commissioner Conway advised that the Building Department became aware of <br />this situation after receiving a complaint about the condition of the <br />house. Building Inspector KettTe responded and was coneemed about <br />conditions on the inside. Mr. Kettle and J. Grusenmeyer, former city <br />architect, made two inspections togetfier. (Members received a copy of <br />his letter dat2d March 26th). Nir. Conway stated that they have been <br />trying to work with the Friegs and apparently only one contractor, Mural <br />and Sons, have responded to their calls. Mural's estimates have <br />increased due to the Building Department's response to them, however he <br />is still concerned that the approximate eight thousand dollar estimate <br />will not cover all that is wrong with the structure. He is also <br />concerned that the Friegs will get into a situation where the actual <br />cost will exceeel the estimate. Mr. Burk administered the oath to all <br />neighbors present: Mr. Granfors, Mr. Wagner, and Mr. Demski. Mr. Kettle <br />explained that he was under the house on two separate occasions and <br />presented pictures showing the mold and dry rot in the floor joists <br />underneath the house; on the northwest corner of the house the plate and <br />end joists are totally rotted out; the southeast corner is just about as <br />bad. tidith very little effort an approximate 3 foot section of the floor <br />joist came off in his hand. The beam Lmderneath, the house is covered <br />with mold and the depression of the floor joists into that beam is <br />causing the settling of the house. There is standing water tmder the <br />1
