explained that the City would set the grade for the house and all water from <br />this lot would have to be maintained on his property, and a yard drain will be <br />installed. 'Itao of the neighbors stated that they had sumps pumping water into <br />the ditch. Mr. Conway suggested that they advise Mr. McDermott in the <br />Engineering Department of this condition. Some of the neighbors are concerned <br />about the trees in the back. Mr. Simnoms stated that he will have to see what <br />grade the City sets and does not want to remove any more trees than he has <br />too. It was explained that the pipe would be 156 feet back from the street and <br />there would be about 60 feet open in the rear. J. Kazak moved to grant <br />permission to construct dwelling on permanent parcel number 233-22-064 with <br />the condition that the existing pumps are tied into the new storm sewer and <br />with the condition that the building conforms to all City engineering and <br />building codes, seconded by.D. Spoerke, and Unanimously approved. One of the <br />neighbors stated that there is a fire plug that might have to be relocated. <br />Mr. Conway will request that the Engineering.Department look into this. <br />V. NEW BUSINESS: <br />Building Commissioner Conway explained.to the members that his department has <br />had a problem with maintenance men wanting to do work on their properties, <br />such as installing receptacles, light fixtures, etc. Normally it is.required <br />that a licensed contractor do this work, but because of the cost involved, a <br />lot of this work is being done without a permit. He proposed that any fu11 <br />time maintenance man who is on the payroll be allowed to do minor electrical <br />work. He defined minor work as putting in an outlet, one fixture, etc. A <br />blanket permit would be issued to the owner of the building for a year and he <br />would be charged per fixture at the end of the year. In this wa.y this work can <br />be inspected. Neither he nor his electrical inspector want to license these <br />people because there might be a problem with then posing as licensed <br />contractors and doing outside work. The owner of the building would be <br />responsible. He pointed aut that Section 1317 of the code authorized the Board <br />to require licenses. He clarified that he is using electrical work as an <br />example, but this could apply to other areas such as pltunbing. Mr. Spoerke and <br />Mr.. Kazak agreed that most of these maintenance people do have some <br />capabilities. By doing the inspections, Mr. Conway believed that they could <br />eliminate the ones who were not capable. He clarified this would only apply to <br />a maintenance man who was on the pay roll fiil.l time, not Just someone hired on <br />a part time basis. Mr. Conway stated that there might be some abuse of this, <br />but not as much as there is now with work being boot legged in. Mr. Schulz <br />questioned if the electrical inspector agreed. Mr. Conway stated that he had <br />some reservations. The members asked Mr. Conway to present some specific <br />guidelines as to what work may be done and who may do it under these <br />conditions. B. Schulz moved to request some written guidelines be presented <br />regarding the Building Coirnnissioners request to allow maintenance men to do <br />certain minor work in their buildings, seconded by J. Kazak, and imanimously <br />approved. <br />VI. OLD BITSINESS : <br />Election of officers: <br />B. Schulz moved to reelect all the incumbent officers, seconded by D. <br />Spoerke, and unanimously approved. <br />Mr. Schulz asked about the June meeting regarding licensing a Plumber. Mr. <br />Conway advised that since that was no quorum, a license had been issued, but <br />if there are any future problems, he will bring it back before the Board. <br />The meeting was adjourned at 8:05 p.m. <br />R.
