and Rini's in the center, the lot was never totally full. It was suggested. <br />that green area be added where the drive is being eliminated. Mr. Stark <br />preferred to keep the spaces closest to Lorain Road and suggested doing some <br />landscaping in the Brookpark right-of-way if the State would allow it. Mr. <br />°Morgan suggested relocating the building so that the southwest corner could <br />start at the northeast corner of the Dr. Jay building in order to put. some <br />landscaping in front. It was suggested that the building might be reduced. Mr.. <br />Skoulis questioned the status of the proposed curb cut on to Brookpark Road. <br />which was approved some time agoo Mr. Stark stated that he did get State <br />approval, but has down nothing more, and questioned how the Commission would <br />feel about it. Mr. Skoulis is opposed, because this would.set a precedent on a <br />limited access highway. Mr. Stark stated that this curb cut was approved on <br />the basis that there is a traffic signal at that point and a cut across the <br />street. Mr. Skoulis believes that drivers would use this as a cut through <br />from Lorain Road to Great Northern. Mra Orlowski questioned if the concrete <br />wall along Lorain Road was to be raised in order to plant the carpet juniper <br />as shown on the plan. He also suggested Iandscaping the striped off area, on <br />either side of the parking. Mra Stark was not sure that the wall was to be <br />raised, and will consider landscaping wherev.er possible. Mr. Morgan suggested <br />that even more lancLscaping might be included if the Commission agreed that <br />they do not need all the parking shown, nor.do they need he 75 spaces that <br />they are short, and reconnnendations to the effect could be made to the Board <br />of Zoning Appeals. Mr. Stark is not sure his tenants would agree to decreasing <br />their parking, but he is willing to include small areas of landscaping. In <br />response to Mr. Morgan's questions, Mr. Stark stated that he would not want to <br />eliminate the parking closest to Lorain Read, but might change the dimensions <br />slightly by reducing the building, eliminating a space here or there, <br />including small landscaped areas throughout the site. Mr. Skoulis was <br />concerned about over developing the property and questioned if eliminating the <br />one driveway would be hinder Fire Department access or cause increased traffic <br />congestion. Mr. Morgan stated that the Commission has tried to reduce curb <br />cuts on Lorain Road, and fire equipment could have access from Brookpark Road, <br />if necessary. City Engineer Deichmann advised that, from a traffic engineering <br />standpoint, eliminating that drive and directing the traffic to a controlled <br />access would be preferred and an 18 foot wide lane is considered sufficient <br />for fire vehicle access. As for over developing the parcel, Mr. Morgan pointed <br />out that by closing off the drive and constructing the building, the garking <br />would be less non-conforming with a net iacrease of 27 spaces, and in <br />conjunction with this the developer has stated lii_s intent to improve the <br />property. Mr. Stark reiterated that the code requires too many parking spaces, <br />and stated that they are not over burdening the parking since they will.be <br />adding spaces. In that case, Mre Betts questioned why the tenants would object <br />to having the parking reduced as Mr. Stark stated previously. Mr. Stark stated <br />that his tenants would complain if he reduced their spaces. Mr. Betts asked if <br />the developer considered the south side of the property as frontage and if it <br />could be treated as such. Mr. Stark will definitely consider this. Because <br />there are two parcels involved here an:assembly will be required. Again, Mr. <br />Stark questioned the Commission`s opinion on opening the curb cut onto <br />Brookpark: Mr. Skoulis had expressed his disapproval previously. Mr. Gorris <br />and Mr. Morgan agreed that this could be a short cut to the mall. Mr. Skoulis <br />questioned if a developer needed to go through Planning Commission or Council <br />to get a curb cut since he was told that the City would have to request the <br />cut from O.D.O.T. The members stated that it did not come before the <br />Comnission. Mr. Stark withdrew this proposal until the next meeting when <br />4
