He further <br />suggested that there be some kind of senior complex on the western end of the <br />City and would also like some kind of restrictions on mini-malls and drive-in <br />fast food restaurants. Councilman McKay believed there should be more than a <br />50 foot buffer between commercial property and residential property since this <br />has caused problems in the past. He also speculated that if there is a proper <br />master plan it would stop speculators from buying residential property and <br />then requesting that it be rezonedo Dr. Allen, Superintendent of North Olmsted <br />Schools, stated that the schools have done some studies of the demographics <br />and are willing to work with the City on this study. Ms. Fitzgerald, a <br />resident, suggested that foot traffic and the use of public transportation <br />should be encouraged in order to reduce automobile traffic, poi.nting out that <br />it was difficult to walk at the mall; and that there should be fewer utility <br />poles and wires. Mr. Gorris stated that the owners of the mall have attempted <br />to add sidewalks for walkers. Mrs. Whitmore, treasurer of the West Park/Forest <br />Ridge Home Owners Association, stated that Stearns/Crocker is going to be in <br />the their back yards and they would like to be part of this planning process <br />since they would like this area to stay residential. Mr. Hamden, Vice <br />President of the Timber Trails Home Owners Association, questioned if the <br />master plan would address how far away a commercial property should be from <br />residential property since his neighborhood has had problems with a ba.r <br />adjacent to their homes. Mayor Boyle questioned if County Planning would be <br />reviewi.ng these types of zoning issues. Mr. Kastelic stated that during the <br />reviewing process they might suggest some amendments to the code, but they <br />would not be actually reviewing the code. Mr. Hamden then advised that he <br />would like to see the area west of Barton Road residential, pointing out that <br />the west end of town did ha.ve the industrial area. In reference to the problem <br />of having commercial a certain distance from residential, Mr. Schulz stated <br />that this had been handled in different ways: one would be to establish a <br />transitional zoning district 'that would allow a more intensive use than <br />residential next to comQnercial; another would be to establish larger yard <br />requirements between the commercial building and the property line. Although <br />they would not get into the specifics of distances in a master plan, they <br />might suggest that this should be reviewed. Mr. Thomas stated that the <br />Commission had established a.Mixed Use "D" district which would encourage <br />senior housing and would limit corrnnercial uses, and the Cotruni.ssion would like <br />Lorain Road west of Stearns Road rezoned to provide more restrictive <br />development and to solve problems which Pxist therea This could be the <br />rezoning of every parcel or some mixed zoning using some of these buffers and <br />should be an important issue in a ma.ster plan. D. Wendell, City Forester, <br />questioned if the City had any plans to buy property on the west end for <br />mini-parks (four or five acre parcels) to encourage additional green area. He <br />also suggested adding green area along Lorain Road by using planters and <br />trees. Mr. Gorris agreed that the mini-parks would be a good idea, but pointed <br />out that residents must be willing to pay for them. Mr. Morgan stated that <br />sometimes there are problems with parks. Mr. Thomas suggested that landowners <br />should be encourage to donate some land, especially those which are landlocked <br />or which cannot be developed. Mr. Nicola, a resident, questioned how data <br />would be collectede Mr. Kastelic responded that they had many resources <br />available to them at the county offices, maps, auditor records, aerial <br />photographs, etc. and surveys could be done. Mr. Nicola pointed out that the <br />Army Corpa of Engineers had found over 20 problem areas in North Olmsted, that <br />the Commission is not promoting the harmonious development of the City as they <br />are eharged since 85% of the City is developed and there is a rush to develop <br />the rest.
