implemented to encourage foot traffic. Mr. Alsenas stated that they had <br />recently co-sponsored a conference where in the guest speaker talked about how <br />the automobile had influenced the design of the suburbs so that it was almost <br />impossible to walk in some areas. There are ways to improve the pedestrian <br />circulation systems of established corrnrninities which have not planned for <br />pedestrian traffic previously. This could be one of the goals which should be <br />addressed. Mr. Thomas asked Dr. Allen what criteria the schools used to plan <br />its growth and how can that be used to augment the master plan. Dr. Allen <br />explained that there are figures which have been studied to project the future <br />growth, but they have experienced a growth that was not accounted for in these <br />projections; they most certainly could use the information gathered for the <br />master plan. Since the information that the schools use would also be valuable <br />to the study of the mster plan, Mr. Thomas asked if a representative could be <br />named who could provide that kind of information. Dr. Allen stated that the <br />schools were more than willing to do that. Mayor Boyle asked how public <br />transportation would figure in their study. Mr. Alsenas explained that he <br />represents the Board of County Commissioners to N.O.A.C.A. whose function is <br />to do transportation planning, and more local authority is being given for <br />planning for the distribution of funds to highways, public transportation, <br />etc. He pointed out that their involvement with various commnin-ities will give <br />them a different perspective than if they were only involved with one area. <br />Mayor Boyle has a problem with studies which tell you what to do, but fail to <br />tell you how to do it or fund it. Mr. Burns, a former member of the <br />Commission, questioned if in developing the master plan, consideration will be <br />given to the legality of what is proposed. Mr. Kastelic responded that they <br />would not recommend anything that was not defensible in court, that they would <br />work with the Law Directors office and their own attorneys. Chairman Gorris <br />thanked the representatives of County Planning Comnission and the audience for <br />their participation. The representatives will have a specific proposal with a <br />time line and price estima.te by the middle of August. Mr. Nicola questioned if <br />future meetings would be open. Mr. Gorris did not believe that the meeting <br />where in the actual planner is chosen would be open. Future meetings will <br />probably not be held during the regular meetings, but as a committee. Mr. <br />Thomas advised that all conunittee meetings are open to the public, but the <br />audience may not be invited to comment. <br />IX e ADJOURNM=: <br />B.
