<br />CITY OF NORTH OLMSTID <br />PLANNING COMNIISSION <br />MINUTES - SEPTIINBER 24, 1991 <br />AMIIVDID <br />I. ROLL CALL: <br />Chairman Gorris called the meeting to order at 8:07 P.M. <br />Present: M. Hughes, T. Morgan. L. Orlowski, A. Skoulis, and B. Gorris. <br />Absent: R. Bowen and J. Thoma.s. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, <br />Building Commissioner Conway and substitute Clerk of Commissions <br />Wingenfeld. <br />Chairman Gorris advised that two of the proposals shown on the agenda, Christ <br />The King property rezoning proposal and the Rockland Properties Lot Split, <br />have been withdrawn from this evening's agenda. <br />II. REVIEW AND CORR.ECTION OF MINUTES: <br />M. Iiughes moved to approve the minutes of September 10, 1991, seconded by <br />L. Orlowski, and unanimously approved. <br />III. BiJILDING DEPAR'IlKQNT REQUESTS : <br />1) View Point at North Olmsted Golf Course, located west off Canterbury Road and <br />south of Butternut Ridge and I-480. <br />Proposal to construct cluster homeso <br />IV. NEtid DEVELOPMENTS ANID SUBDNISIONS: <br />1) Viesa Point at North Olmsted Golf Course Rezoning Request. <br />The proposal is to rezone North Olmsted Golf Course, located west off Canterbury <br />Road and south of Butternut Ridge Road and I-480, from an existing zone of "A" <br />Residence, Single, entirely, to a proposed zone of Single Family Cluster. <br />Both items were heard tobether. Mr. Bower, Shore West Construction, advised that he <br />had a revised plan showing a relocated entrance, but it has not been submitted to <br />the city as yet. Mr. Gorris introduced Mr. Hill, the planner who had help write <br />this code, explaining that he had met with the Commission in committee on this <br />development to address the concerns of the Commission and adjacent residents <br />regarding several aspects of the proposal: the entrance to the Vista Homes which <br />was to be too close to Butternut Ridge; the concept, square footage, and density of <br />the Vista Homes; also about screening of the golf course where it abuts existing <br />residential property; and the effect this development would have on the surrounding <br />areas. Mr. Hill stated that this proposal is a unique opportunity for North 0]msted <br />considering that the existing golf course will be maintained and will remain <br />public, instead of being totally destroyed for a single family development. Some of <br />the concerns mentioned are valid: the proximity of the entrance to Vista Homes to <br />the Butternut intersection, there should be an internal connection between the two <br />areas, the Golf and Vista Homes, since they are the same development. The stacking <br />of the units was not anticipated in the codes, however since the Building <br />Commissioner has no problem with this from a safety aspect, Mr. Hill did not <br />1
