The planting bed that will extend across the old <br />entrance and exit way will contain salt resistant trees and shrubs (2 Skyline <br />Locust and 7 Junipers). Building Corrnnissioner Conway stated that the forester ma,y <br />be tmder the impression that the landscaping buffer between this property and the <br />Cardinal,property will remain. The forester's plan states area to remain as is. <br />Mr. Wasacz explained that this 10 foot bu.ffer is in the middle of the easement. <br />They will be eliminating that but installing a new planting area to guide people <br />into the property and will also be planting in other areas. The forester <br />recommended that they keep the parking area as it is, and just clean up the <br />planting area. Mr. Wasacz pointed out that the landscaping as shown is 16.8% of <br />the property. Mr. Orlowski questioned if the existing planter was left and the <br />new drive installed how irnuch parking would be lost. Mr. Conway stated that they <br />might loose 1 parking space; they need approximately 7 parking spaces; and there <br />are approximately 20 spaces now. Mr. Gorris pointed out that if this building <br />became a restaurant more spaces would be needed. Mr. Morgan stated that if there <br />were no existing trees on the property, the Commission would like the plan as it <br />is. The parking area with the drive will be 65 feet from the sidewalk to the <br />concrete buffer. Mr. Conway pointed out that parking spaces only need to be 18 <br />feet deep and this would give thesn a 29 foot back up area which is more than <br />enough so they could reduce this area in order to keep the buffers and still be <br />conforming. Mr. Skoulis stated that he had no problem with this, other than there <br />is a very sharp right hand turn into the property. The members discussed various <br />ways to relocate the drive and keep the existing buffer. Mr. Wasacz stated that <br />the planter shown on the plan was to guide the people onto the property, if it <br />was moved down they would not lmow what it was for. Mr. Orlowski agreed that it <br />could be confusing. In reference to Mr. Skoulis's question, he stated that if the <br />drive was moved south, the building might not be visible from the drive and there <br />could be confusion as to how to get to the building. Mr. Morgan stated that he <br />had very little problem with removing those trees and suggested that the forester <br />could look at this again while this is going to the Architectural Review Board <br />and see if he has a problesn with eliminating them. Mr. Orlowski also stated that <br />the dunpster locations should be shown when this goes to the Architectural Board. <br />T. Morgan moved to forward the proposal for revision to site plan for Interstate <br />Development Company to the Architectural Review Board for their input and also to <br />send the plan along to the forester again indicating that there has been some <br />changes since he looked at the property and with the suggestion that the <br />developer talk with the forester again. To forward this to the Safety Department <br />for their review as far as the entrance and egress so that they lmow that the <br />driveway is to be closed upo To request that the developer, before the next <br />Pla.mzing Commission meeting, show the dumpster location and the method for <br />handling trash, seconded by L. Orlowski. At this point Mr. Davis, Branch Manager <br />of Cardinal Federal, questioned if the building was going to be enlarged and if <br />the sharp turn might not cause accidents. He also came to the meeting to see the <br />plans and pick up a copy of the easement. He advised that Cardinal Federal had <br />been sold and was under new management. He was told that the building would not <br />be enlarged and that the Safety Department would comment an the drive. He pointed <br />out that on Fridays cars are frequently backed up about 10 cars deep at the <br />teller window and there might be some problems.
