CITY OF NORTEI OLMSTID
AR.CHITECTURAL REVIEfnT BOARD
MINUTES--NOVIIKBER 20, 1991
I. ROLL CALL:
B. Zergott called the meeting to order at 5:40 p.m.
Present: T. Gallagher, Y. Sohn, and B. Zergott.
Absent: M. Case.
Also Present: Chief Building Inspector Sanker and Substitute Clerk of
Commi.ssions Wingenfeld.
II. REVIEW AND CORRECTION OF MINUTES:
The minutes will be deferred imtil the next meeting.
III. SIGNS:
No items.
IV. OLD BUSINESS:
No items.
V. NEW BUSINESS:
Interstate Development Company, 26261 Lorain Road (Lorain and Brookpark Roads).
Revision to site plan and landscaping, i.ncluding easement to share the existing
Cardinal Federal Savings and Loan drive.
Mr. Wasacz, Vice President of Interstate Development Company, advised that at
the request of the Planning Commission he again met with the city forester. He
presented the revised plans which concur with the forester's recommendations. The
10 foot buffer strip wi11 remain and they will remove the undergrowth and raise the
canopies of the existing trees about 10 feet. The forester has requested to be
present when this is being done, and Mr. Wasacz has no problem with this. The
dumpster location could interfere with a large automobile ba.cking out of the
adjacent space. They believed that this space should probably be used for an
employee with a compact car. Mr. Wasacz stated that the Building Commissioner
stated that there was ample parking. Mr. Zergott questioned if the buffer area
would be mulched. Mr. Wasacz responded that the forester preferred that it not be
mulched since he wanted the trees to breathe. If they get a tenant for the building
they might put in some additional plants possibly, burning bush, but that would be
up to them. But at this time they are concerned about renovating the drive and
working with the forester. Mr. Sohn advised that the new handicapped regulations
required spaces that were 13 feet wide and that no ramp was shown. Chief Building
Inspector Sanker stated that they could cut into the landscaped area in the front
since there is more than enough in the rear. Part of the property shown on the plan
belongs to the City, so it would not be up to the developer to clear out that area.
T. Gallagher moved to approve the Interstate Development Company, 26261 Lorain
Road proposal for the revision to the site plan and landscaping be approved with
the condition that the there be adequate space for :the hanclicapped space and the
ramp. Mr. Wasacz advised that they did intend to replace the curb and sidewalk
where the previous drive was located and new grass will be planted. After some
discussion it was agreed to round off the end of the landscaped bu.ffer (to match
the other side of the buffer) which would open up an area to widen the handicapped
