access. Mr. Papandreas asked if they could present a revised plan at the next <br />Planning Conunission meeting (reserved for study of the master plan). It was <br />agreecl that, since C.P.C. would be present to comment, they could present a plan <br />at the meeting. J. Thomas moved to table the plans for development until the next <br />Planning Commission meeting for the developer to take an opportunity to revise <br />his parcel design to come up with some suggestions for reposition the restaurants <br />on Yhe parcel to make it more in conformance with the preliminary mixed use plan, <br />and to also show pedestrian walkways, sidewalks, curb cuts, driveways, entrances <br />from public sidewalks to the development. The Commission will set aside a short <br />period of time at the end of the next meeting for the .developer to present his <br />new plans for approval, seconded by R. Tallon, and tmanimously approved. During <br />the motion Mr. Papandreas advised that he was prepared to present the sidewalk <br />concerns that were mentioned during the meeting. Mr. Papandreas explained any <br />interior sidewalks would be addressed after the plans have been finalized. In <br />reference to the public sidewalks, he explained that Biskind Development Company <br />received a letter advising that they would have to implement a sidewalk plan for <br />parcels "A" and "B". After a study was made, they submitted an overall site plan <br />showing typical sidewalk detail for the entire area wYiich they intend to <br />implement. There are many other concerns which must be addressed along with the <br />sidewalks, lighting, landscaping, crosswalks, timing of lights to accommodate the <br />pedestrian crosswalks, and finally, the paramount concern was for safety. They <br />have tried to address all of these issues including the practicality of having <br />the bike path end at the intersection of Country Club and Great Northern <br />Boulevards which they considered to be dangerous. They have subsequently been <br />advised that the Engineering Department will delay .requiring the installation.of <br />the sidewalks until all plans are in place. They would like to work with the <br />Commission and their consultants to study the overall sidewalk plan. Mr. Tallon <br />advised that the last discussion with County Planning was regarding these very <br />same issues. Mr. Thomas stated that, since Mr. Papandreas would be at the next <br />master plan meeting, it would be a good opportunity to express these ideas. Mr. <br />Papandreas stated that he would not like the sidewalk issue to hold up these <br />plans until the entire plan was implemented. Mr. Tallon stated that the sidewalks <br />should be shown on the plan, even if they were not to be installed immediately. <br />City Engineer Deichmarnn advised that they did have those plans on file and would <br />bring them to the next meeti.ng. He further stated the letter that Mr. Papandreas <br />referred did not cover buildings tha.t were just being presented to Planning <br />Comnission, and he believed this would be a good place to start. Vice Chairman <br />Orlowski stated that part of Cuyahoga County Planning's referenCe to sidewalks <br />was based on some future plans for public transportation in this area and the <br />concern is to integrate the total area. Mr. Tallon believed that there was <br />definitely a need for sidewalks, crosswalks, etc, in that area. <br />4) Cinnamon Woods (Hennie Homes) detailed development plans to construct duplex <br />homes an in Mixed Use District. Property bounded by rear property lines of homes <br />on the west side of Barton Road, Interstate 480, and Olmsted Township. <br />Preliminary Land Use plan approved by Planning Commission on February 11, 1992, <br />and by Council on March 3, 1992. <br />T. Grendell, attorney for Hennie Homes, R. Puzzitiello, Viee President of the <br />Company and J. Elliott, Project Manager for the development, explained the <br />proposal. Preliminary plans had previously been approved for 270 attached and <br />detached single family units on the property located off Barton Road adjacent to <br />I-480. During their review it was decided to reduce the density from 276 units to <br />214 units with two car garages, instead of the single garage originally proposed. <br />This will allow more open space and will increase the price of the units. They <br />maintain that this proposal will generate fewer cars than the previously approved <br />6
