Mr. Papandreas advised <br />that they are as concerned with the impact of this development as the Commission <br />is, considering that they want to maintain the upscale image of the developments <br />that they have done so far. They "do have some viable prospects, and they would <br />like to be in a position to proceed with them when necessary. Mr. Skoulis asked <br />if they are not restricting their, plan by designating a specific use at this time <br />considering that the deal could fall through. Mr. Papandreas responded that this <br />is an indication of their commitment, they do ha.ve prospects; however, if this <br />did not materialize, they might have to return to the Commission. No one in the <br />audience chose to speak. Mr. Gorris pointed out that a preliminary plan is quite <br />fluid, previous master plans have changed, but this at least gives an idea of <br />what the thinking is for this area. However, he reiterated Mr. Dubelko's point, <br />that if a use does not fit into the plan, there is a possibility that this use <br />could be vetoed. Mr. Skoulis believed that this plan will be changed along -the <br />line. Mr. Gorris pointed out that there is no demand for additional office <br />buildings at this time, and at least they are starting to develop this end of the <br />parcel. He had no objection to a restaurant. Mr. Skoulis has no problem with the <br />restaurant, but does have a concern about 3 restaurant/service buildings since he <br />is not sure of what could fall into that category. He pointed out that they could <br />not just put in retail sales, something specific must be presented. Mr. Orlowski <br />stated that it would have to be retail sales that could be integrated with the <br />whole context of the area. L. Orlowski moved that the Biskind Development Company <br />Parcel "B':, bounded by Great Northern Boulevaxd, I-480, Country Club Boulevard, <br />and Columtiia Road, the proposed amendment to the preliminary land use plan in <br />Mixed Use District "A" and this is the western most third of this parcel <br />(adjacent to Great Northern Boulevard) of the plan that was approved in 1986. <br />Proposed preliminary use is restaurant service, seconded by R. Bowen, and <br />unanimously approved. Motion carried. In response to Mr. Orlowski's question, Mr. <br />Papandreas advised tha.t parcel "B" is 18 acres. <br />3) Cablevision, 25990 Lorain Road. , <br />Proposal to instali 10 by 20 foot service building'on the northeast corner of the <br />Recreational Center building. Property is zoned "B" Residence, Single Family, and <br />a conditional use permit is required. Mr. Kraly, architect, Mr. Demaris, Mr. Wells, and Mr. Hume, all from <br />Cablevision presented plans. Mr. Kraly explained that the 10 by 20 by 10 foot <br />service building (approximately 130 to 140 feet off the property line) would be <br />enclosed with a 10 foot high chain link fence; a semi-circular eaxth mound and <br />evergreens, also planted in a semi-circle, will be installed between the building <br />and the adjacent residential properties to form a buffer. Since there is a 4 foot <br />difference in grade between the residential property and the area where the <br />building is located, the residents would only see about 6 feet of the building <br />and that will be obscured by the landscaping. The building will contain <br />electronic equipment which will replace the existing satellite dish, trailers and <br />structures that are behind the recreation building now. Mr. Orlowski questioned <br />why this building could not be behind the recreatibn center building instead of <br />to the side. Mr. Kraly responded that the city preferred this location in order <br />to clear the area behind the building for future development. He would not be <br />adverse to relocating the building to the' rear. They will have to re-cut the <br />PXjsting lease. Mr. Kraly clarified the fiber cable has been installed in North <br />Olmsted, but will not be v.sed until this facility is complete, and that the <br />. building is designed for -this use; that there will be no noise or interference; <br />3 ? - <br />i'
