Mr. Dubelko stated that if the first submission would be a concept only, another <br />meeting would be required. Mr. Conway questioned if a conditional use permit was <br />requested for a body shop on the west end of town, would the members approve it. <br />One member stated that he would not. Mr. Orlowski questioned exactly what would <br />be presented. Mr. Conway responded that there would be an expanded site plan, <br />reflecting the footprint of the building, showing the adjacent properties, and <br />the setback ba.cks, with landscaping areas designated without specifying exact <br />plants. Mr. Dubelko questioned why the developer should be encouraged to present <br />such a proposal if it was believed that the Commission was going to turn them <br />down; he also suggested that if they were required to bring in more information, <br />they would be less likely to go forward with the request. Mr. Conway stated that <br />this developer would probably submit everything he was asked to, and he did not <br />believe that he could advise him not to request a conditional use permit since <br />the Commission has never had an occasion to deny such a request. <br />Building Commissioner Conway had presented a letter from David Furman, architect <br />for the Butternut Ridge Apartments outlining various changes to the roof li.ne, <br />dormers, windows, and garage doors. Chairman Gorris stated that the Architectural <br />Review Board should review this for aesthetics. Mr. Tallon agreed since there did <br />not appear to be any structural changes, only changes to the aesthetics. <br />Councilman David Lind has been appointed liaison to the Planning Comnission for <br />the master plan study. <br />Chairman Gorris questioned why the trailers were on the Great Northern Mall <br />property. Mr. Conway advised that these are construction trailers and a variance <br />is being requested to keep them throughout the construction period. <br />VI. COMNNRTTEE REPORTS: <br />No items. <br />VII. NEW BUSINESS : <br />Chairman Gorris welcomed Mr. Ronald Tallon to the Commission. <br />Mr. Gorris advised that the election of officers will be deferred until the next <br />meeting when, hopefully, a11 members will be present. <br />VIII. OLD BUSINESS: <br />After discussing the proposed changes to the Butternut Ridge Apartments with <br />Building Commissioner Conway, Mr. Skoulis stated that he was not in favor of <br />sending this directly to the Architectural Board of Review. He believed that <br />these changes are going to cheapen the project. He is especially concerned about <br />eliminating the sliding glass doors to the balconies and changing the balconies <br />so that they are merely a facade. Building CoirIInissioner Conway clarified that <br />there would still be a sliding glass door from the living room and it appeared <br />that the balconies would only be shortened. He believed that if Architectural <br />Board found these changes to be merely cosmetic, it might not be necessary for <br />Planning to re-review, however if that Board did have a problem then it could <br />come back. Mr. Tallon agreed that the changes could be functional. Assistant Law <br />Director Dubelko pointed out that, under the new code, aesthetics were one of the <br />main issues that the Commission was to review. After some discussion the members <br />agreed that this should be heard at the first meeting in February. <br />\'?} <br />???
