<br />$94,700 in 1990, rental units average $446 per unit, but the median home value <br />and monthly rental of units in the northwest quadrant are the highest. Both <br />income and property taxes have been raised in the past 10 years. Mr. Gorris <br />questioned what bearing these statistics will have on the master plan. Mr. <br />Schultz responded that with this information projections can be made regarding <br />future population, needs and uses of vacant land. They will be presenting some of <br />these projections at a future meeting. Mr. Thomas questioned how this study will <br />help them reach the goals specified. Mr. Schultz stated that the master plan will <br />be a series of recommendations and strategies on how to acYiieve these long term <br />goals, and these statics will provide the data base showing what is happening in <br />the City, such as is the income sufficient to reach these goals. Mr. Thomas <br />suggested that a summary of these figvres might be helpful. Ms. Ju stated that, <br />since ane of the goals is to attract industry, many companies request information <br />on education, etc., to ascertain if there would be enough suitable workers <br />available in the area, and also this information is necessary to lmow where <br />improvement to the i.nfrastructure will be needed, and also to ascertain the needs <br />of certain groups of citizens, specifically, if there is a large concentration of <br />elderly in an area certain recommendations could be made to accommodate their <br />needs. Mr. Skoulis believed that guidelines and priorities should be determined <br />at this time and agreed that some of this information really did not mean much to <br />him. He would like to address some issues that have been discussed at previous <br />meetings: such as high impact areas where there is going to be pressure to <br />rezone. Since this plan must be reviewed every 4 years, he questioned how far <br />into the future should they plan for, 20 years or 4 years; and also questioned <br />how the members were going to give input as to what they wanted to discuss. Mr. <br />Thomas stated that these goals seemed to be compatible to the Comnission's goals, <br />but since time is limited he would prefer only a summary of any statistics which <br />actually"have no immediate bearing on the discussion. Secondly, he would like a <br />summary ahead of the meeting of what is to be discussed at ea.ch meeting stating <br />specifically what goal is to be reached and what information there is to meet <br />that goal, and at the end of the meeting, the summary should be reviewed to see <br />if the goal was reached. He preferred not to spend the evPninv bogged down in <br />statistical discussion; since most of this information could be reviewed <br />individually. At the end of each meeting, Mr. Skoulis would like to discuss what <br />is to be reviewed at the next meeting and reduce that to the bare essentials. Mr. <br />Gorris believed that this plan must be based upon where the comm,n;ty is now, how <br />much developed, etc. He would like to concentrate on the land use inventory, <br />specifically on those parcels whieh have yet to be developed. He pointed out that <br />there is continuing pressure for new developments on the west end of town where <br />many residents would like to see a more controlled development, not a haphazard <br />retail growth. He would like to look at tmdeveloped pa.rcels, what the potential <br />is and how these parcels fit into the stated goals. Mr. Morgan stated that the <br />planners lmow what procedures are necessary to develop a ma.ster plan and he <br />believed that this foundation is needed. Mr. Thomas would like to lnow which of <br />these statistics are immediately relative to the goals, and since there are a <br />limited number of ineetings, he would like these summarized and can study the <br />statistics on his own. Mr. Morgan believed that these figures will fit in when <br />they actually start to look at specific issues. Mr. Skoulis questioned if all <br />these goals should be studied as they are set up. Mr. Tallon stated that <br />originally it was decided to go with a more comprehensive plan, and the planners <br />should be given enough latitude to present the information in the order that they <br />see fit. He believed some of the statistics are invaluable. Mr. Orlowski agreed <br />but would like this information prior to the meeting.
