The members agreed that these areas would have to be pointed out to the <br />planners. Mr. Gorris stated that these focus areas should be limited, perhaps the <br />Christ The King property should be looked at since this was promised, but this <br />might not be necessary if the new proposal is conforming. He suggested that each <br />member identify any area he considers a problem on the map. Mr. Skoulis believed <br />that, since this plan is to be reviewed every 4 years they should not look too <br />far into the future, and pointed out mistakes that were made in the past. Mr. <br />Gorris suggested that the plan should be developed for perhaps a ten year period, <br />and then reviewed after 4 years. Mr. Thomas asked exactly how the planners would <br />describe the City based on the information that is being gathered. Mr. Schultz <br />responded that the high growth boom in the 1950's, 60's and '70's, is over; the <br />City is about 90% developed; there will be a slight increase in population, <br />perhaps to 40,000, it will not reach 60,000 as previously estimated; there will <br />be more housing units added (the Commission must decide what type, a mix of <br />senior citizen housing, town houses, apartments; or stay with single family). Mr. <br />Thomas stated that if the City wants to keep its existing residents senior <br />housing must be provided, and because people are living longer, most communities <br />are looking to senior housing. However, there will be an impact on taxes, since <br />retired people do not bring in income taxes and smaller units might not bring in <br />as much in property taxes. These issues also must be discussed. Mr. Morgan <br />commented that many residents have-asked for senior housing. Mr. Skoulis agreed <br />and asked if information will be provided regarding substandard and vacant <br />buildings. Mr. Schultz can provide an additional ma.p showing the substandard <br />housing (exterior condition). as well as the land use ma.p prior to the March <br />meeting and they might be able to provide information on vacant commercial <br />property, but not vacant residential. In response to Mre Skoulis's questions, Mr. <br />Schultz explained that the last segment of the plan would deal with upgrading the <br />appearance of the retail district- with some specific strategies to accomplish <br />that. Mr. Thomas would like a definite answer as to whether or not this plan has <br />to be finished in June, since getting an extension had been mentioned. Again, Mr. <br />Tallon stated that he did not want to turn in a plan just to meet a deadline if <br />it was not done properly. It should be presented as close as possible to the <br />date, but if anything has to be added, it should be added. Mr. Morgan reminded <br />the members that at their last meeting, the planners had agreed to the June <br />deadline. Mr. Schultz stated that they had promised to complete everything up to <br />and including the final development plans which will show in map form and text <br />what the recommendations are: The implementation strategies (how to achieve these <br />recommendations) may take longera The members ha.d agreed to that. Mr. Skoulis <br />believed that Commission should set specific guidelines of their own, not just <br />follow those presented tonight. Mr. Dubelko stated that if he has to defend an <br />issue in court, it must be defended on the basis that the master plan was <br />developed by experts. Mr. Gorris believed that they must go along with the <br />methods the planners are suggesting, the plan will be completed by June, even if <br />it takes extra meetings. Mr. Schultz stated he will present the information on <br />the 21st of February so the members can pick it up. <br />In reference to a letter written to Father Flynn by Mr. Thomas regarding a <br />possible senior citizens complex, Mr. Thomas questioned if any of the members <br />disagreed with his comments. Since this idea is in keeping with the Commission's <br />thinking, Mr. Thomas believed that the church's interest in this will probably <br />influence others. Mr. Skoulis questioned how this could be financed, and if it <br />proved to be profitable, perhaps other developers could be invited to make <br />proposals for senior housing. <br />rA <br />a- <br />i <br />? <br />? <br />?
