The Planning Commission does favor some kind of ordinance relative to <br />the regulation of lighting throughout the City as there has been a lot of <br />problems, but would like the Law Department to have an opportunity for input to <br />make sure the ordinance meets the intent of the geople who drafted it. Mr. <br />Dubelko stated that this ordinance was substantially the same as the noise <br />ordinance, which is in the business regulation code. Mr. Tallon stated that was <br />his intent. He further advised that this is only for coirunercial, the only light <br />qrdinance he found for residential was not satisfactory. The motion was seconded <br />by B. Gorris, and unanimously approved. <br />VI. COMTTEE REPORTS: <br />No Items. <br />VII. NEW BUSINESS: <br />Building Commissioner Conway explained a request for a minor ehange for <br />F;rn;ture Land to remove the existing bloek letter sign and cover 4 window panes <br />above the entry way with a dryvit type material and apply a film to the inside of <br />the remainder of the second story window to give the appearance of the lights <br />being outo Brian Zergott, Chairman of the A.R.B, had no problem with the <br />proposal. The members agreed this could fall under the minor.change. <br />Mr. Conway has discussed a proposed 20 bed rrursing home to be located on the <br />western end.of Lorain Road. The Zoning Code requires a special use permit in both <br />the General Retail and the Residential districts, and since after several months <br />of discussion, this developer was rejected in another comrmun;ty which required a <br />such a permit; he wanted some input as to whether this would be in keeping with <br />the Commission's plans for this area. Mr. Thomas suggested asking the County <br />PlarLn;ng Commission review this request to determine the impact on safety and <br />service in the area since this could have a definite impact on any request for <br />rezoning. He had not considered this type of service in connection with senior <br />housing. The members agreed. Mr. Conway will try to get more details. Mr. Tallon <br />stated that the other two nursing homes in the City did not seem to have any <br />great impact. The:only complaint Mr. Conway has had concerned headlights, <br />Mr. Thomas advised that he had attenci.ed a Board of Zoning Appeals meeting <br />pertaining to a Halleen Chevrolet request to park cars in the setback where <br />Peddlers Outlet had been located. They merely wanted to put cars there without <br />improving the lot or the building with only an aisle to the tire store in the <br />rear of the property. The second request was to use the Partner's Lounge property <br />as a truck lot with the bar as the office. He assumed that they will be selling <br />the truck lot across the street.. They are using Peddlers lot at present under the <br />name of Affordable Cars. The Board of Zoninv Appeals wanted. the Planning <br />Commission's?r?g about this project. Mr.. Conway advised that most proposals <br />must go to P ng Commission first, but since there was no improvement plans <br />this could to directly to Board of Zoning Appeals. Mr. Thomas stated that it was <br />important that the varioias boards were on the same wave length,. and he would be <br />happy to act as a liaison between the two groupso Mr. Dubelko stated that there <br />would be no problem with the Planning Corrunission making suggestions, but they <br />would not be binding. <br />Mr. Thomas mentioned the Pic Way sign which is gaudy. Mr. Gonway ha.d advised <br />that signs are not routinely reviewed by the Architectural Board, but he could <br />send a sign if he believed it to be necessary. In this case the contractor <br />presented a rendering showing letters.on a brown background, but prior to <br />installing it, the background was painted yellow. He has no control over people <br />painting their buiidings. The Conunission agreed that the rendering was not a true <br />8
