? <br />6) Chili's Restaurant and Romano's Macaroni <br />of Country Club Blvd._and the east side <br />Proposal to construct two restaurants. <br />IV. NEW DEVII,ppMIINTS AND SUBDIVISIONS: <br />Grill, Sublot 1 of Paxcel B, south side <br />of Great Northern Blvd. <br />1) Great Northern Properties Company Assembly Plat and Lot Split. <br />The proposal is to combine and re-subdivide permanent parcel nos. 236-17-04, <br />236-18-07, 236-18-08, 236-18-11, and 236-18-15, into two (2) sublots. Location <br />is the south side of Country Club Blvd. between Great Northern Blvd. and GoltIInbia <br />Road for the entire length. Zoning is Mixed Use, Enti:rely; proposed sublot no. 1 <br />does not conform to area requirements specified in Section 1149.02 of the Zoning <br />Code. <br />Both items heard together. Mr. J. Smith, representing the owners, explained that <br />both restaurants are owned and operated by Brinker International, and these are <br />the first in the chain to be located in this area. Chili's, a casual family style <br />restaurant, has been operating for 17 years; the building will be approximately <br />5,600 squaxe feet with between 80 and 100 employees and projected sales of 2.1 <br />million dollars; Romano's Macaroni Grill, a more upscale.facility, is.newer with <br />only 7 restaurants operating now; the building will be.7,200 square feet and will <br />seat 256 customers, with projected sales of 3.2 million dollars. Both restaurants <br />have a full service bar, but no music. He explained that they do extensive market <br />reseaxeh and none of their restaurants have failed. He presented a site planand <br />explained that the buildings will be an the south east corner of Country Club and <br />Great Northern Boulevards, and the curb cut will be aligned with the 'Corporate <br />Center Drive across Country Club; landscaping will match that at the Corporate <br />Center and will cost between $65,000 to $70,000. Biskind Development Company, <br />present owner of the property., will mai.ntain ownership of an.11 foot deep strip <br />of land between the right of way on Country Club Boulevard and their property <br />line in anticipation of the future widening of Country Club. The builcling <br />setbacks conform to code, and no variances are anticipated. Chairman Gorris <br />questioned what was planned for the balance of the parcel. Mr. Papandreas, <br />Biskind Development Company, responded that the market today is not conducive to <br />speculative buildi.ng. In 1986 the original preliminary land use plan was <br />submitted for a portion of the property showing a rnunber of office buildings and <br />included much detail: building locations.,.sizes, curb cuts, parking and setbacks. <br />An amended preliminary plan was submitted in January to include the western third <br />of this paxcel showing the three restaurant/service builclings. He explained that <br />all of the landscaping, mounding, lighting standards, materials, will be <br />compatible with those an the-Corporate Center. He presented three site plans: the <br />originally approved preliminary land use plan; the amended plan for the westerly <br />portion of Parcel "B"; and a modified drawi.ng showing the buildings relocated to <br />conform to the new Zoning Code setback requirements (building had to be slightly <br />reduced in size to conform).. These plans identify specifically what percentage of <br />the parcel will be devoted to office use-and what percentage to service use. The <br />members studied the plans. Mr. Gorris.questioned if restaurant rnunber 3 would be <br />presented before office rnnnber 1. Mr. Pa:pandreas stated tha.t they do not lnow <br />what w-ill be built next, but they are actively pursuing office tenants: Mr. <br />Gorris recoilected that the Corporate Center preliminarv plans. were amended to <br />include a hotel alnng with the office buildings, and then later a restaurant, <br />CYiester's, was added, both of these were-to serve the office builclings which made <br />sense., Mr.. Papandreas stated.they do not.intend to develop anly.restaurants, they <br />do intend.to stay with_their plans..He pointed out that any changes to the <br />6
