<br />2) Velvet Touch Auto Wash, 27100 Lorain Road <br />Proposal to remodel existing abandoned car wash building and property. <br />Heard by Architectural Board of Review April 22, 1992. <br />Mr. Barnett, owner, and Mr. Ulissee, designer, presented plans to renovate the <br />building and explained that the Architectural Board had approved the building and <br />iaas pleased with the screening and buffering. Mr. Bowen advised that he has been' <br />told that drivers ignore the no left turn signs at the Toys R Us drive, and he is <br />concerned that will do that here. City Engineer Deichmann explained the ],etter <br />written to him by Assistant City Engineer Griffith, in which he agreed with the <br />traffic consultants that a problem could occur from time to time, and suggested <br />that whenever the Police Department finds there is a problem, they should notify <br />the owner to get an off duty policeman to direct traffic and, if he does not do <br />so within 30 minutes, the Police Department can order the car wash closed. Mr. <br />Morgan did not believe it should be inctunbent on the Police to have to directtraffic at one location in the City. He asked if the Engineering Department could <br />anticipate at what peak times there could be a problem, and ask the developer to <br />emplay an off duty officer at those times. Mr. Deichmann did not believe specific <br />times could be noted. Mr. Orlowski stated that, even if certain times were ° <br />stipulated, the developer should still be required to get an officer if the <br />traffic backed up at other times. He would like the owner to present a list to <br />the Engineering Department of the times that he thi.nks an officer would be <br />needed. Mr. Barnett reminded the members that he-had previously offered to hire a <br />patrolman when traffic backed up, but did not believe that times could be <br />specified ahead of time, since the demand would be dependent on the weather and <br />other factors. Mr. Morgan believed that should be a condition of the approval and <br />it could be stated that certain modifications could be made, either because of <br />weather, or other factors. It was clarified that an attendant would be directing <br />the internal traffic. Mr. Thomas did not believe that such an agreemen? could be <br />enforced. He stated that even though the ca.r wash was an approved 'use, he <br />considered it inappropriate for this location because of the traffic. ,I.t was <br />clarified that there were 77 feet from the western corner of the building to the <br />property line on Lorain Road and 59 feet, 9 inches on the east corner; ?the <br />overhang would be 51 feet, 3 inehes from the property line. Mr. Skoulis did not <br />believe there was enough room in the front in order for a car to get back to <br />Dover Center Road. This has been reviewed by the traffic consultant. Mr. Gorris <br />stated that the planting area has been reduced from what is there now. Building <br />Commissioner Conway confirmed that the existing landscaped area will be <br />re-confi:gured. No sign information has been submitted, Mr. Barnett will submit an <br />application for a ground sign. Mr. Conway advised that there might be a problem <br />with the location of a ground sign, but it could probably conform, and it would <br />definitely have to be reviewed by the Arehitecture Review Board. Mr. Thoma,s would <br />like some landscaping where the plans show 16Z feet of grass on the north side of <br />the Dover entrance and 8 feet of grass ori the south side. Mr. Barnett agreed to <br />inciude some maple trees in these areas and some additional plantings, and Mr. <br />Ulissee stated that there will be a, 6 foot cedar board on board fence on the <br />south side, and the dumpster will be enclosed with the same type of fence. Mr. <br />Thomas asked if the opening could be facing Daver Center instead of Lorain Road. <br />Mr. Barnett thought that it could be changed. In reference to requiring an off <br />duty policeman at specific hours, Mr. Dubelko stated that this would not be <br />enforceable under the Zoning Code. B. Gorris moved to approve the Velvet Touch <br />Auto Wash, 27100 Lorain Road, the proposal to remodel the existing abandoned car <br />wash building and property incorporating the suggestions of the Architeetural <br />Review Board, ad.ditionally stipulating that there will be additional landscaping <br />incorporated along the Dover Road ingress/egress to the property on both the <br />2
