had been required to install sidewalks on Great Northern Boulevard (adjacent to <br />their parcel). Chairman Gorris also wanted sidewalks adjacent to this lot. Mr. <br />Cocco believed that previously the Commission ha.d only required that sidewalks <br />be installed from Moen Drive to a bus stop if one is provided, but did not <br />believe there was a need to extend them north from Moen Drive. Mr. Gorris would <br />like to see sidewalks connected from Butternut Ridge all the way down to Great <br />Northern Mall. It was explained that the County Planning Commission had advised <br />that there is a need for sidewalks for pedestrian traffic. Mr. Skoulis questioned <br />who was to install them, Moen or Developers Diversified. Mr. Cocco questioned if <br />there was pedestrian access across the overpass. There is none at present, but <br />one will have to be incorporated eventually. Mr. Berryhill, representing <br />Developers Diversified, believed that it would be dangerous to install a sidewalk <br />up to an interchange where there is no access to cross. Mr. Cocco offered to bank <br />the walks until later when there would be continuous access. Mr. Gorris would <br />like sidewalks south to Butternut Ridge. Mr. Deichmann responded that there could <br />be a potential hazard if pedestrians tried to cross where the I-480 ramps are, <br />and the City is considering painted crosswalks. Mi:. Morgan believed that some <br />cohesive sidewalk plan should be formulated including pedestrian activated <br />traffic signals. Mr. Deichmann advised that sidewalks were to be included in the <br />rehabilitation of Great Northern Boulevard from I-480 to Lorain Road. He also <br />noted that with the proposed turning and de-acceleration lane, it would appear <br />that most of the right of way is being used in that area and suggested that some <br />additional right of way be requested to accommodate the sidewalk and perhaps some <br />utilities. Mr. Neff, engineer, presented the dedication plat which showed that an <br />extra 15 feet had been incorporated for additional right of way. He also <br />presented an overall conceptual plan of the total development package which <br />showed the maximum utilization of Parcel "A" and included the multi-family <br />development which is now under construction. It was clarified that the journal <br />entry allows a 5 story building with a 70 foot maximum height and a parking <br />garage which would be less than the 70 feet since the levels are less than a <br />story. Mr. Berryhill explained that what is shown is the worse case scenario. In <br />reference to the subdivision plat, Mr. Neff explained that some final notations <br />had to be added, but it does show the parcels as they are to be subdivided, as <br />well as the additional right of way. Mr. Gorris pointed out that this property <br />was changed by the journal entry, it is still zoned as "A" residence. It was <br />clarified that the resubdivision included the dedication of Moen Drive. In <br />reference to installing sidewalks, Mr. Deichmann advised that normally sidewalks <br />are not installed until the abutting properties are developed; the Moen Drive <br />sidewalks should be installed quickly. The Commission was more concerned about <br />the Great Northern sidewalks. Mr. Morgan pointed out that the apartments were <br />putting in a sidewalk going north that would dead end, and then another sidewalk <br />adjacent to Moen would be start at another point further north, and since two <br />thirds of the parcel is in the process of being developed, he believed the entire <br />sidewa]k should be installed. Mr. Neff clarified that some re-configuration had <br />been necessary to include the Moen parcel and the additional right of way. After <br />some discussion it was determined that the subdivision plat had not been reviewed <br />by Engineering and could not be approved by the Commission at this time, but any <br />approvals given for the building proposal would have to be contingent upon the <br />assembly and/or subdivision of the parcel and the actual plat must be brought <br />back as an agenda item at another date. B. Gorris moved that the Commission <br />approve the proposed Moen Corporate Headquarters Development, located on the west <br />side of Great Northern Boulevard, south of I-480, including the recommendations <br />of the Architectural Review Board and the recommendations of Mr. Zergott as they <br />relate to the landscaping plan which he signed off on and is dated May 4, 1992. <br />4
