Deichmann, P.E., City Engineer <br />RE: Velvet Touch Car Wash <br />Lorain and Dover Center Roads <br />The traffic report completed by TftAFF PRO Consultants, Inc. has been <br />reviewed and I am in agreement with the recommendation and conclusions <br />with one exception. It is recomnended the proposed use be approved with <br />the stipulation that a written comnitment be submitted by the owner that <br />an off-duty policeman will be hired to direct traffic during peak times. <br />This comiitment is to apply to the present and all future owners and <br />include a provision that, upon notice by the North 0]msted Police <br />Department, said off-duty policeman will be on site within 30 minutes <br />maxitmun or the North Olmsted Police Department can order tha car wash <br />closed until said off-duty policeman is on duty. <br />In general, since this is not a full-serve car wash, customers will not <br />wait as with a full-serve. Customers will simply drive down the street <br />to a competitor if they find it difficult.to enter or exit (after the <br />first visit). Thus, it would behoove the owner to ha.ve an off-duty <br />policeman or there could be a permanent business loss. <br />Also, a car wash of this type will not generate the same level of <br />traffic as a full-serve car wash. The only exception would be on warm <br />Saturdays in winter when car owners only want to clean the car surface <br />of road salt. <br />With the construction and installation of the City-Wide Closed Loop <br />Signal System later this year, the traffic congestion should moderate <br />somewhat. By creating platoons of vehicles with the automatic volurne <br />adjusted coordination, gaps in thru traffic will increase and left turns <br />from and to main streets will be made with improved ease. <br />r ' <br />La.rry J.
