though O.D.O.T. has insisted that Columbia Road must be widened, it was not
listed in the 1990 Ohio Highway Jobs for the Nineties Program which did include
both the relocation and the widening of the segment north of Hilliard which is
confusing. In 1990 North Olmsted again tried to work with Westlake to widen
Coltunbia Road to three lanes, but that was subsequently denied by Westlake
plar,n;ng commission. If the relocation is constructed with sidewalks and bike
paths it would jmprove pedestrian accessibility, and would also provide improved
access to the proposed recreation area off Root Road. He listed several benefits
of the relocation as well as some detriments of the proposal under both
scenarios either with or without the widening of the Westlake portion. The
members will study these an their own. Mr. Tressler had advised that the
estimated cost of this relocation is 3.9 million of which the city will pay only
10%, and also if Westlake would agree to the widening, the State would pick up
900 of their costs as well. He suggested tha.t if, after Stearns/Crocker Road is
constructed, the city still believed that relocated 252 is needed, it should
investigate sources other than the State for funding (in the event Westlake has
not agreed-to widen their portion). If relocated 252 is constructed, the C.P.C.
would suggest mounding and buffering to protect residential areas, and also
sidewalks and/or bike paths at least on one side of the street. Also in Focus
Area B, a new curb cut fran a shopping center onto Brookpark has been constructed
and since this center is opposite the recreation center drive, C.P.C. ha,s
suggested that some kind of identifiable pathway be established for pedestrians
coming from the recreation center through the shopping center and across to the
ma.ll. Since this is on private property, the city might ha,ve to purchase an
easement to do this. He pointed out that this is a dangerous situation. In
reference to future meetings, the members were again asked to present any
comments they might ha.ve pertaining to the focus areas or any of the vacant
parcels indicated on the map. The next meeting on the master plan will be held on
June 24 at which time the d.iscussion will center on focus area "C", and the
Crocker Stearns extension.
IX. ADJOURNMIIVT:
It was decided that there would be no regularly scheduled meetings in August. If
necessary, the commission will meet during August to discuss the master plan.
B. Gorris moved to excuse the absence of Mre Bowen, Mr. Tallon, and Mr. Thoma.s,
seconded by A. Skoulis, and Unanunously approved.
The meeting was adjourned at 8:55 pam.
3
