Mr. Kaczmarczyk, builder, Mr. Zarzycki, a'rchitect, and Father Flynn, represented <br />the church. Mr. Kaczmarczyk advised tha.t the Architectural Review Board and the <br />Board of Zoning Appeals had approved the variance. Mr. Thomas noted that one <br />resident did ha.ve some concerns about the parking, but the architect satisfied <br />that issue. Mr. Gorris questioned if the parking was adequate. Building <br />Commissioner Conway advised that he had reviewed the paxking as a non- <br />simultaneous use and it did conform, and the developers ha.ve stated that the hall <br />and the pavilion would not be used at the same time. Mr. Gorris believed tha.t the <br />hall and.the pavilion could be used at the same time. Mr. Za.rzycki stated that <br />they ha.d reviewed this under a simultaneous use and with the new parking there <br />should be no problem since there will be room for over 300 ca.rs, the actual usage <br />of the hall to date ha.s been a max-i mm of 240 people at one time, with 307 cars <br />with 4 people per car they would have room for over 1,000 people. They now have <br />264 spaces, and will be adding 43 spaces in front of the pavilion. He clarified <br />tha.t there was additional area where parking could be added if it ever became a <br />problem. In reference to security, Mr.. Kaczmarczyk advised that there ha.d never <br />been a vandalism problem, and they did not anticipate one with this building. <br />They did not believe that gates would be necessary. Mr. Thomas pointed out that <br />they are planning some dim lighting. The City forester's report stated <br />"Etrerything looks good in the landscape plan. I would, however, like to see some <br />Red Sunset Maples or Pin Oak trees planted on the North and West sides of the <br />building. Three trees on the North and two on the West side." Ms. Baloug, the <br />adjacent neighbor, was present and advised from the audience that everything was <br />fine. B. Gorris moved to accept the proposed construction of the picnic pavilion <br />on the church property for St. Clarence at 30106 Lorain Road with the° <br />recomnendations of the additional trees as requested by the City Forester, <br />seconded by L. Orlowski, and Imanimously approved. ? <br />4) <br />Cinnamon Woods (Hennie Homes), Detailed Development Plans, property bounded by <br />rear property lines of homes on - the west side of Barton Road, Interstate 480, <br />and Olmsted Township. <br />Proposal to construct duplex and detaehed homes in Mixed Use "C" District. <br />Heard by Architectural Review Board on Ma.y 20, 1992. <br />Mr. T. Grendell, attomey, advised that they were now seeking final approval of <br />the detailed development plans for the proposal to construct 214 single family <br />attached and detached imits on 56 acres off Barton Road. The Architectural Board <br />ha.d approved the proposal as far as materials, lighting, signage, and did make <br />suggestions pertaining to landscaping. They do intend to work with the city <br />arborist on a phase to pha.se basis to identify trees which are to be saved, as <br />well as replanting additional trees to replace any which must be removed. There <br />will be mounding and landscaping to buffer from I-480 and trees in that area will <br />also be saved as well as those adjacent to the Ba.rton Road properties. He <br />clarified that this will be a condomiru.umized property and there will be no <br />subdivision plat, but the detailed development plan must be approved. The members <br />questioned whether or not a subdivision plat was necessary. Mr. ;Grendell advised <br />that the condominiinn concept as to the use of the property is governed.by State <br />law, not by zoninro codes. This is somewhat different than most since it is a <br />lateral condominium wherein the owner would own the unit and all the property <br />within the boundary of the site would be eomnon area or limited comanon area, such <br />as the driveway for each Lmit, and the maintenance of the common areas is the <br />responsibility of the condominitnn association. Mr. Grendell advised tha.t they are <br />dealing with the owner of the one existing tmit in order to either purcha.se it or <br />re-face the building so that it will become part of.the overall plan.
